A Carson City man in custody after an incident Thursday, faces a felony charge of being in possession of a credit card without consent. Andre Anthony Franklin, 22, was found to be in possession of a master card debit card with a woman’s name on it.
The woman, who is also an inmate at Carson City Jail, said only one person was supposed to have the card and when she learned it was lost, the card was canceled and she was given a new one.
The woman was asked if she knew Andre Franklin, and she said she did not and had not given him permission to have the card. On Friday, the officer received a statement from the woman and a charge was added, possession of a credit card without consent of owner, to Franklin’s list of charges. Bail $5,000 added.
In other arrests:
— A 32-year-old Carson City man and a 29-year-old woman were arrested Friday, 11:09 a.m. in the 3300 block of South Carson Street on suspicion of neglect of a child, a gross misdemeanor after a traffic stop in which both were intoxicated with an 8-year-old child in a vehicle. According to the arrest report, a reporting witness said a driver entered an apartment complex at a high rate of speed, nearly hitting them. The witness said they also observed a little girl in the back seat of the vehicle.
Officers located the vehicle and the driver, the 32-year-old man. He had a strong odor of alcoholic beverage as he spoke. The man agreed to field sobriety tests and was unable to perform them satisfactorily. He submitted to a preliminary breath test with a result of .197. He was arrested for DUI, a misdemeanor and neglect of a child, a gross misdemeanor. Bail: $3,637. The 29-year-old woman was grossly intoxicated and told officer she had been drinking all morning. She was asked to find a responsible person to respond to care for the child. She was unable to do so. She was arrested because she was not capable of caring for her child due to being intoxicated. Bail: $2,500.
— A 61-year-old woman was arrested Friday, 2:36 a.m. in the 1800 block of East Long Street on suspicion of disorderly conduct. Bail: $242.
— A 21-year-old Incline Village woman was booked Friday into Carson City Jail on two outstanding misdemeanor warrants, issued June 17, 2014 out of Carson City Justice Court. Bail: $2,000.
— A 25-year-old transient was booked into Carson City jail on a misdemeanor warrant, violation of conditions, issued Feb. 12, 2015 out of Carson City Justice Court. Bail: $3,000.
— An 18-year-old Carson City man was arrested on four counts of contributing to the delinquency of a minor and one count petit larceny, all misdemeanors. According to the arrest report, officers were dispatched to Walmart regarding a petit larceny. Store security observed five subjects take items from the store shelves, place them in a shopping cart and passing all the store checkpoints without paying. The 18-year-old was identified as an adult. The four subjects were female, all under 18 years of age. Bail: $2,935.
— A 28-year-old Carson City man, Robert Hudson, an inmate in Carson City jail, faces a felony charge of possession of a controlled substance, after the man was found to have heroin in his possession in his jail pod. Hudson told jail deputies he originally brought two balloons of heroin into jail but already used one of them. Bail: $2,500.
— A 43-year-old Washoe City man was arrested Friday, 4:16 p.m. in the area of Highway 50 and Spooner on misdemeanor charges of obstructing an officer, driving on a revoked or suspended registration and failure to yield to an emergency vehicle.
According to the arrest report, an officer conducted a routine registration check on a vehicle that returned suspended. The officer attempted to stop the vehicle, but it would not stop for approximately three miles, traveling southbound on State Route 28 and then turning onto Highway 50 eastbound, stopping at the upper Spooner Summit turnoff.
The man refused to sign a citation after several attempt to get him to do so. The man told officers the government was responsible for illegal drugs and it was his rights as to whether to sign the citation. Bail: $716.
— A 65-year-old woman was arrested Friday, 7:13 p.m. in the southbound I-580 ramp at Arrowhead Drive on suspicion of DUI drugs. An officer made a traffic stop following a witness who reported a vehicle all over the roadway and could not keep her vehicle in a lane of traffic. The driver appeared confused about what was going on, had watery eyes and thick speech. The officer asked the woman if she had taken any prescription pills that day. The woman replied she took a Soma, Norco and a Clonazepam. The woman agreed to field sobriety tests, and showed multiple signs of impairment. She was taken into custody on suspicion of DUI drugs. Bail: $1,137.
— A 27-year-old Carson City man was arrested Friday, 10:55 p.m. in the area of Fifth Street and Allouette on misdemeanor suspicion of DUI and tail lamp violation. According to the arrest report, a deputy stopped the man for the cracked, exposed tail light. The officer could smell alcohol on the man’s breath. He was asked how much he had to drink. He said one to two beers approximately 15 minutes prior. He consented to field sobriety tests, performing them in unsatisfactorily manners. During a preliminary breath test, he blew a .234. At jail he consented to evidentiary tests with results of .225 and .206. Bail: $1,209.
— A 22-year-old Carson City man was arrested Sunday, 1:49 a.m. in the 3000 block of Highway 50 East on a misdemeanor charge of suspicion of DUI. He was stopped for failing to complete a required method of turning and failure to maintain a lane of traffic. The man refused standardized field sobriety tests and a preliminary breath test. At jail he signed a consent and provided a blood test. Bail: $1,137.
— A 37-year-old transient, James McDowell, an inmate with the Nevada Department of Corrections, faces an additional charge of felony escape in a warrant issued April 6, 2015. He was booked May 11 into jail on the felony charge. No bail hold pending a hearing.
— A 26-year-old Gardnerville woman, Angela Rose Mitchell, was arrested Saturday, 12:52 a.m. on a felony charge, parole and probation violation. She had been drinking, a violation of conditions of probation. No bail hold pending a hearing.
— A 44-year-old transient, J.D. Novak, was arrested Saturday, 11:34 p.m. in the 500 block of North Carson Street on a felony parole and probation hold. She had been drinking and inside casinos, violations of conditions of probation. No bail hold pending a hearing.
— A 34-year-old Gardnerville man was arrested Saturday, 12:37 a.m. in the 3800 block of South Carson Street on a misdemeanor charge, violation of probation. The man was at a casino, drinking, both violation of his conditions. He told an officer he had two beers prior. He submitted to a breath test with a result of .150. Bail: $3,000.
