Man jailed for stalking, violating restraining order

A 52-year-old Carson City man faces a gross misdemeanor charge of violating a restraining order after a complaint from a woman concerned about her 14-year-old daughter whom the man had made frequent attempts at contacting, authorities report.

The man was arrested at his home in the the 4700 block of South Carson Street Dec. 17 at 8:06 p.m. According to the arrest report, the woman said the man had been making her daughter feel uncomfortable and that he had earlier in the day knocked on the door of the residence to give the girl some candy and to say "no hard feelings." The mother said she was alarmed by the behavior and called authorities.

Authorities advised the mother that the man had a warrant for violating a restraining order and it has been alleged that he violated other restraining orders in the past.

Officers responded to the man's home where on many occasions they had been to after women and juveniles had accused the man of harassing them and causing disturbances at local businesses, according to the arrest report.

Officers arrived at the man's home and asked him to exit the residence, where the man covered the window to hide, according to the arrest report. The front door of the apartment was unlocked and the officer pushed it open and saw the man standing in the hallway. The man walked back into a bedroom and the officer ordered the man to exit the apartment, which he then cooperated. The man was detained on the sidewalk in front of the apartment.

Once at jail the man was helped out of the vehicle where officers noticed a small clear plastic Ziplock bag found on the seat where the man had been sitting. The officer asked what the item in the bag was and the man told the officer it was a $6 million diamond that he and his brother had found in a wrecked limousine 10 years prior. He told the officer the diamond was half his and half his brother's, according to the arrest report.

The officer unfolded the bag and viewed the item which was pear cut and pink in color and light in weight. The man was asked if the item was costume jewelry for which the man said it was real and that he usually hides it in his cell phone holder on his belt, the arrest report states.

The man was brought into the jail where he said he needed his oxygen. Officers asked how long it had been since he was last on oxygen and the man said it had been several weeks but that he was supposed to be on it all the time. He said he felt short of breath and that he had been off his medication for some time. He was asked why he had not been taking his medication and the man told the officer that he felt fine without it, the arrest report states.

The man also told officers that he hears voices in his head who tell him to do things, including delivering his sperm to the Sheriff's Office so he could be a part of the system, the arrest report states.

During the intake search by jail staff the man said he was not feeling well and made a slow crumple to the floor while still handcuffed. He stood up with the help of jail staff. Officers asked several questions about family and photos found in the man's wallet in which the man seemed fully functional and coherent, the arrest report states. He walked into the jail under his own power, changed out and walked into a holding cell unassisted and without incident, the report states. The alleged $6 million diamond was booked into evidence for safekeeping and until which time he could claim it, the report states. Bail: $3,000.

In other arrests:

— A Carson City housekeeper faces misdemeanor charges of domestic battery and violation of alternative sentencing.

The 21-year-old woman was arrested at 3:05 a.m. Dec. 17 in the 500 block of Country Village Drive. According to the arrest report, authorities were dispatched to the residence after a call was made about a domestic battery. The woman and her boyfriend were inside when officers arrived. The man stated that the couple had an argument and during the argument the woman punched the man three times, causing a small laceration on the upper right side of the man's neck behind his right ear.

The woman confirmed what the man told the officer but stated she only slapped the man in the face or side of the head one time, using an open hand. She was arrested. Bail: $3,000.

— A Carson City woman was arrested at 3:40 a.m. Dec. 17 in the 4000 block of Ledire Drive and faces a misdemeanor charge of domestic battery. According to the arrest report, the victim said his girlfriend had been at a Christmas party earlier in the night, became intoxicated and received a ride from a family member to pick her up. The family member then called the woman's boyfriend asking that he come over to the residence to calm her down. The victim went to the home and the woman reportedly began yelling and then hit him in the face and scratched him with her fingernails.

Deputies saw visible signs of battery including scratches to the man's right jaw and neck, and a red and swollen face, the arrest report states.
The woman was read her Miranda rights and she spoke with the arresting officer, saying that she had too much to drink and lost control. She told the officer she was guilty and understood why she was arrested, the report states.
Bail: $3,000.

— A 43-year-old Carson City man was arrested Dec. 17, 12:21 a.m. in the 800 block of North Carson Street on a gross misdemeanor charge of indecent exposure after an officer saw the man urinating openly in public. According to the arrest report the arresting officer saw the man learning up against a building with his back to the wall with the front of his pants fully open, exposing his penis in which the man was urinating. The officer reports that he stopped his patrol vehicle and could see the man from the street where other vehicles were driving by, in full exposed view in front of traffic on Carson Street. Bail: $2,500.

— Authorities arrested a 35-year-old Carson City man Dec. 17, 10:57 p.m. at the intersection of Washington and Plaza. The man faces a charge of violating conditions of his probation. According to the arrest report officers heard a man screaming in the area of Washington Street. They made contact with the man who was seen walking away from the area. The arresting officer asked the man what he was doing and if everything was OK. The man said he was locked out of his home by a family member and was "blowing off steam." Officers observed an odor of alcohol coming from the man and asked if he had been drinking in which the man replied that he had.
A wants and warrants check determined the man was on supervision with the Department of Alternative Sentencing with a condition to not consume alcohol. He was arrested on violating his probation. A preliminary breath sample of .06 was taken. Bail: $3,000.

— A 19-year-old Carson City man was arrested Dec. 17 on a misdemeanor second offense domestic battery warrant. The man was being held at the Carson City Jail on another charge when it was learned he had the warrant for his arrest on the domestic battery charge. Bail: $3,000.

— A 36-year-old Minden man faces misdemeanor charges of driving with a suspended license and a warrant of violating probation after being arrested at 10:15 p.m. Dec. 17 at Industrial Park and Fairview. According to the arrest report the man was stopped for failing to use turn signals. A wants and warrants search determined the man had an active warrant for his arrest and that he was driving on a suspended license. He was taken to jail without incident. Bail: $3,000.

— A Gardnerville man faces a misdemeanor contempt of court charge for an outstanding warrant issued out of Carson City Justice Court. The charge was made while he was at the Carson City Jail on Dec. 16 at 10:05 a.m. Bail: $247.

— A Carson City man faces two misdemeanor charges of failure to appear in court. The man was arrested at the Carson City Sheriff's Office Dec. 17, 5:50 p.m. after he went to the front counter advising that he had two outstanding warrants for his arrested. Bail: $2,000.
