A 19-year-old Carson City man faces a felony charge of attempted robbery after he was arrested Sunday for allegedly demanding money from a victim and then chasing him to a nearby apartment complex.
Edy Martinez-Ramirez, also known as "Spooky" in locals gang circles, was booked into Carson City jail on $25,242 bail. He was arrested at 10:48 p.m. in the area of Fairview and Pheasant. According to the arrest report, officers responded to the area for a report of an attempted robbery. Dispatch advised the suspect, Martinez-Ramirez, chased the victim from 3508 Woodside Drive to the 3900 block of Village Drive.
On arrival officers saw a subject matching the description given, wearing a gray t-shirt and carrying a backpack. Officers saw Martinez-Ramirez and attempted to stop him on Fairview. Martinez-Ramirez dropped the backpack from his shoulder to his right, pulled up his jeans with his left and and then attempted to run across the street but was stopped by oncoming traffic, the arrest report states.
The arresting officer advised officers over the radio about the location and advised the suspect was again attempting to run. The officer jumped out of the vehicle and placed him in cuffs. Martinez-Ramirez told the officer: "I am only being detained, you can't arrest me," according to the arrest report.
Officers asked the man to sit on the curb. Martinez-Ramirez said: "No, I will sit on the seat in the back of your car," the arrest report states.
Officers again ordered him to sit on the curb, in which the man eventually complied, the report states. Officers attempted to read Martinez-Ramirez his Miranda rights but were constantly interrupted. Officers advised they were investigating the crime of attempted robbery. Martinez-Ramirez said: "That's what a debit card is for," according to the arrest report.
Officers could smell alcohol on his breath and the man refused to let them speak or finish speaking without being interrupted. He would not look officers, follow orders or pay attention when attempting to speak, the arresting officer notes in his report.
Dispatch was contacted and asked to do a warrant check. Dispatch advised the man was clear in the system however he was a documented gang member who goes by the name of "Spooky," the report states.
Officers met with the victim who stated that he was at a friend's house in a nearby apartment complex when the suspect demanded the man empty his pockets in a threatening manner.
The victim took off running and Martinez-Ramirez began chasing him down the street. Following the arrest, the victim identified the suspect as the one who threatened and chased him.
Martinez-Ramirez submitted to a preliminary breath test with a result of .057. He was taken to jail without further incident.

A Carson City man faces a felony charge of domestic battery with strangulation, and a gross misdemeanor charge of child neglect and endangerment after he was arrested, along with his girlfriend, Saturday inside an apartment, described by officers as being filthy.
Luis Zacarias, 37 was arrested for the charges and two misdemeanors: being an ex-felon failing to register and a failure to appear in court. His bail was set at $18,349. His girlfriend, 34, who was a victim in the domestic battery, faces a gross misdemeanor charge of child neglect or endangerment. Her bail is $2,500.
According to the arrest report, officers were dispatched at 8:51 a.m. to a domestic battery in progress inside a motel room at 3529 Highway 50 East. Dispatch advised the person reporting the domestic could hear a fight between a man and woman and the woman screaming that she was being hit in the head and choked, the arrest report states.
On arrival, officers met with the victim and her two small children, ages 1 and 2. The woman was visibly upset and crying. She told officers the man had left the scene. Officers observed red marks on both sides of her neck and throat, and two lacerations on her clavicle and abrasions to her shoulders.
The woman stated she had been arguing with Zacarias over milk for the children. She said the man grabbed her neck during the argument. The woman then refused to cooperate with the investigation, stating she didn't want any trouble, the arrest report states. Officers checked around the apartment, observing it was filthy, with spilled food, including rice and oatmeal, all over the floors, a dirty bathroom, dirty dishes on the counter and stove with food stuck to the stove and floor. The refrigerator was very dirty with little food for the children. There was also a large puddle of what appeared to be semi-dried egg on the floor.
The suspect's sister informed officers that the mother had prior cases with Child Protective Services based on her drug use and living conditions involving the children. Arresting officers observed that the children were very unclean, the report states.
Seeing the condition of the apartment and concerned with the safety and health of the children, officers contacted Child Protective Services, the arrest report states.
Deputies located Zacarias on North Edmonds Drive. He was given his Miranda Rights and he agreed to speak. He stated he was sleeping when the woman demanded he feed the children. He told officers the woman spit in his face, and that is when he grabbed her by the neck and pushed her back and then left the apartment.
The woman's injuries, however, didn't appear to be consistent with just being pushed back by the neck, officers noted in their report. The woman had red marks on both sides of her neck, up behind her ears and red marks on the front of her throat as well as injuries to her arms and shoulders, the report states.
Zacarias had a confirmed warrant from Carson City Justice Court for contempt of Court and has prior felony convictions for possession of stolen property and theft. He stated he had been living at the address on Highway 50 East since March 2013, and had not registered as an ex-felon at the location.
He was arrested and faces charges of domestic battery by strangulation, child neglect, being an ex-felon failing to register and contempt of court (warrant.). The mother of the children was arrested for neglect and child endangerment based on the living conditions of the apartment. The children were taken by CPS for placement during the CPS investigation.
