Carson City sheriff’s arrest log: Man jailed on suspicion of fourth DUI

A 56-year-old Carson City man was taken into custody Thursday night on a felony charge of DUI. If convicted, it would be his fourth, a Carson City sheriff’s deputy said.

Brian Rookey was arrested at 9:18 p.m. in the area of Second and South Harbin streets. According to the arrest report, a deputy with the Carson City Sheriff’s Office Special Enforcement Team was on patrol in the area of Fifth and Saliman. The deputy observed the man had an unusual gait as he exited a gas station in the 1600 block of East Fifth and got into a white pickup with a three pack of beer in his hand.

The officer followed the vehicle and observed it sway back and forth within the lane lines. The vehicle turned onto Harbin and pulled into a parking lot where the driver, along with a passenger, got out of the truck and climbed into the bed.

The officer did not activate his emergency light and instead got out of his patrol vehicle, identified himself and asked Rookey if he lived nearby. Rookey told the officer he lived in a house next to the business parking lot and regularly parks there without a problem. The deputy could smell a strong odor of alcohol coming from the man, along with slow, thick speech and had a noticeable sway while standing still.

The officer asked if he had been drinking. The man said that he had a few. The deputy asked for identification. Neither men had any IDs but gave their names, dates of birth and Social Security numbers, the arrest report states.

The deputy conducted a records check with dispatch and learned Rookey had a valid license and the passenger a suspended license. Dispatch also said that neither one had any active warrants and were not on Alternative Sentencing.

While waiting for dispatch to return information, the deputy asked Rookey if he had ever been arrested before. The man replied he had a prior conviction for DUI third offense, the arrest report states.

When the officer asked the man if he would be willing to participate in standardized field sobriety tests, Rookey became angry and began to cuss, telling the officer “just take me to f***ing jail,” the arrest report states. The officer explained the tests were designed to give him the benefit of the doubt and asked him again if he was willing to participate. The man agreed. The officer asked the man to submit to a preliminary breath test. He provided a sample of above .08. The officer arrested him on suspicion of DUI. Upon review of his criminal history the officer found the third DUI conviction in 2009 from Douglas County. Due to his preliminary breath test result, he was taken to the hospital for a medical evaluation and a blood test. After he was medically cleared he was taken to jail. Bail: $20,000.

— A 57-year-old Carson City woman, Pamela Jean McGrath, was arrested Friday, 3:40 a.m. in the area of the Koontz water tower on felony suspicion of possession of methamphetamine and misdemeanor drug paraphernalia. A 49-year-old man with her was also arrested on a misdemeanor warrant charge of contempt of court.

According to the arrest report, officers observed a vehicle parked near a fence at the water tower. The vehicle license plate returned that a warrant was attached to the registration. The couple told the officer they were just hanging out. The warrant was confirmed and the man was placed into custody. He was asked if there were any drugs in the vehicle. He told the officer there shouldn’t be.

The officer asked if he there were any drugs in the vehicle that were his. He told the officer there were no drugs in the vehicle. The officer asked for his voluntary consent to search the vehicle with a K9. The man granted a consent to search. The K9 alerted on the vehicle. There were two purses on the passenger floorboard. They were checked for contraband. Inside an officer located a pipe with methamphetamine and a baggie of methamphetamine. Bail for McGrath, $3,637 and the 49-year-old man, $300.

— A 34-year-old Carson City man, Jason Bahnsen, was arrested Thursday, 10:39 p.m. in the 1800 block of East Long Street on a felony warrant for possession of a controlled substance. The warrant was issued August 15, 2015 out of Carson City Justice Court. Bail: $5,000.

— A 49-year-old Carson City man was arrested Thursday, 6:53 p.m. in the 2000 block of Briar Crest Court on a misdemeanor warrant alleging battery, issued Sept. 9, 2015 out of Carson City Justice Court. Bail: $500.

— 34-year-old Carson City woman was booked Thursday into Carson City Jail on a misdemeanor warrant, violation of suspended sentence, issued April 10, 2015 out of Carson City Justice Court. Bail: $3,000.
