Carson City sheriff's deputies arrest man on felony child neglect charge

A 39-year-old Carson City man was arrested Wednesday on a felony charge of child neglect after he was found intoxicated with his young daughter in a department store fitting room, a Carson City sheriff's deputy said.

Robert Brent Key is in Carson City Jail on $40,150 bail. According to the arrest report, deputies were called to the department store at 8:56 p.m. in the 3800 block of South Carson Street after store employees reported a heavily intoxicated man who was knocking over clothing racks.

Officers arrived and could smell alcohol from the fitting room hallway. They knocked on the door of the fitting room, which was opened by the man who was sitting on a bench inside. His daughter was sitting on the floor. From the appearance of her eyes it looked as if she had been crying, the arrest report states.

A deputy asked the man if he had been drinking and Key said he had. The officer asked him how much and the man said "enough," the arrest report states.

An attempt to reach his wife was unsuccessful. Officers were able to reach the biological mother and she retrieved the child. The woman told officers there was a court order on Key to remain sober while he had custody of the daughter.

A preliminary breath test of the man was given that indicated he was at a .261 BAC, the arrest report states. He was taken into custody at 9:20 p.m. and booked on felony child neglect and disorderly conduct.

In other arrests:
— A 19-year-old Dayton man was jailed Wednesday on possession of a dangerous weapon, brass knuckles, a gross misdemeanor, and misdemeanor possession of drug paraphernalia.

According to the arrest report, officers assigned with the Tri-County Gang Unit were on patrol on Highway 50 and Lompa Lane. Officers observed a white Toyota sedan meeting with subjects in a blue Ford Ranger in a parking lot of feed store, a place where there had been recent reports of possible drug dealing.

Deputies entered the parking lot as the Ford left. The white sedan drove to Highway 50 but turned around and exited on Lompa Lane. As the Toyota passed the patrol car, the officer recognized the driver as a documented member of a gang from Lyon County. Dispatch advised the man was on Alternative Sentencing in Carson City with drug and "no gang" association clauses.

The man drove to a business on Highway 50 and stayed for a short time, and then left where officers followed him to Humboldt Drive and to the home two documented street gang members. Officers made contact with the man after he got out of the vehicle and walked toward the home.

The officers asked him what he was doing and why he was going to a gang members house if he was on Alternative Sentencing with a "no gang" association clause. The man stated he was there to visit the younger brother of the gang members and confirmed he was on probation for drug charges, the report states.

Deputes arrived and did a K9 drug sniff of the vehicle, which came back positive. Officers searched inside and found a brown glass marijuana pipe and residue inside. The man stated he had not used the marijuana pipe since his arrest in November 2013, the arrest report states.

Officers then found a pair of black brass knuckles, considered a dangerous weapon, between the driver's seat and center console, easily seen and retrievable, the arrest report states. As officers were completing the investigation, two gang members exited the home and asked what was going on. The gang members stated they had been at the house all day. The man was taken into custody. Bail: $3,637.

— A 38-year-old Carson City woman was arrested Wednesday, 9:45 p.m. near Rand Avenue and Rand Circle, on a misdemeanor battery charge. According to the arrest report, officers were dispatched to the area of Carriage Crest Drive regarding a dispute involving a program manager of a facility where the woman lives.
Officers met with the reporting party who said the woman suffers from mental problems and was refusing to go home.
The woman was located and uncooperative, having episodes where she was hitting herself, the arrest report states. Within the presence of officers, the woman hit the facility manager several times in the arm and stomach. She was arrested. Bail: $1,137.

— A 26-year-old Carson City man was arrested Thursday, 12:04 a.m. on a misdemeanor charge of being an ex-felon failing to register. A Carson City Sheriff's Office Special Enforcement Team deputy was called to the area of Long and Roop during a traffic stop.

Officers spoke with the man, who is a known drug user and ex-felon. He was asked where he was living. The man advised he has been living in the 1600 block of Brown Street and he also advised he was staying the night at a motel in the 1400 block of North Carson Street.

Officers contacted the motel who advised the man had been staying there since June 7 and he was registered there for a week. Dispatch advised the man was registered at a Brown Street address. He was arrested on a misdemeanor charge of being an ex-felon failing to register. Bail: $242.

Those arrested and facing criminal charges are innocent unless proven guilty in a court of law.
