Carson City arrest log: Deputies make felony warrant, robbery and drug arrests

A 44-year-old Carson City man was arrested Thursday in the 300 block of South Carson Meadows on a felony charge of robbery and misdemeanor domestic battery, a Carson City sheriff’s deputy said.

According to the arrest report, officers were dispatched to a restaurant in the 2000 block of North Carson Street in reference to a domestic battery. The victim advised her husband, Warren Earl Conrad, had battered and stole money and debit card information earlier that day.

An officer met with the victim who said she woke up and her husband demanded money from her. She advised he is an alcoholic and drinks all the time. She told officers had to hide her wallet from him because he will steal money from her, the arrest report states.

She said he demanded money from her and tackled her on their bed. She tried to keep her wallet away from him but he took it and removed a $5 bill. He also took her debit card and wrote down the number. He later returned the wallet and debit card to her, the arrest report states.

The woman escorted the officer to the victim’s residence and the man was seated on the couch. The officer told him that he was investigating a domestic battery offense and asked if he could explain what happened. He immediately told the officer he took the woman’s money, the arrest report states.

The man said he needed the $5 for alcohol and said he wrote down her debit card number. He said he used the $5 to buy a pint of McCormick’s vodka and submitted to a preliminary breath test with a result of .346. He was taken into custody at 9:21 a.m. on the charges of robbery and domestic battery. Bail $23,137.

In other arrests: A 31-year-old Carson City man, Kristopher Michael Stater, was arrested Thursday on a felony fugitive from justice charge, a Carson City sheriff’s deputy said.

According to the arrest report, the warrant was issued July 9 out of Carson City Justice Court and carries a $150,000 bail amount.

He has been charged with the crimes of abuse of family or household members. The charges against the man were made in the Fifth Circuit Court in Hawaii.

— Three were booked into jail Thursday, 3:21 p.m. after a traffic stop in the area of Glacier and Gordonia Drive. Chase Douglas Rowe was arrested on a felony charge of possession of a controlled substance, a Carson City sheriff’s deputy said.

According to the arrest report, an officer assigned with the Carson City Sheriff’s Office Special Enforcement Team was patrolling in an unmarked car. At around 2:59 p.m. they were in the area of Glacier and Gordonia Drive. The officer observed an SUV occupied by three passengers. The plates on the SUV returned to an older male who lived in Minden.

Deputies made a consensual stop and the officer identified himself and asked if they could talk. The driver, 25, was asked for his identification, which he said he didn’t have an ID card. He said the SUV belonged to his father. He also said he might have a warrant out of Douglas County for failure to appear and a traffic citation.

The deputy collected the information and requested a K9 deputy to the location. Dispatch advised the driver had two confirmed warrants out of East Fork Township. Dispatch also advised the female passenger, 28, was on Alternative Sentencing with a search and seizure clause for weapons, drugs and drug paraphernalia.

The officer informed the driver of the warrants and asked if there were any drugs in the SUV. The driver stated there was not and stated: “go ahead search if you want.” The officer asked if a K9 could sniff the exterior of the SUV and the driver stated “yes, go ahead,” the arrest report states.

The K9 made a positive alert on the vehicle and it was searched. Deputies found a box of Camel cigarettes that contained heroin residue and paraphernalia under the floor board mat. The box contained tin foil with brown, burnt heroin residue, a metal spoon with brown residue and a cotton ball with brown residue, plus small plastic wrappers with residue, and an orange balloon. Under the front passenger seat, an officer found two used syringes with brown and red residue inside.

The officer made contact with passenger, Chase Rowe, 31, and asked him about the cigarette box and Rowe stated it was not his and denied knowing it was there. The officer spoke with the 28-year-old woman and asked her about the syringe and tin foil located near her feet and she also denied ownership. Because the drugs and paraphernalia were within proximity to the woman and Rowe, both were taken into custody. The driver was also placed into custody for the warrants.

Rowe faces a felony charge of possession of heroin, and possession of drug paraphernalia. Bail: $3,637. The 28-year-old female passenger was arrested on charges of misdemeanor possession of drug paraphernalia, and two counts violation of bail conditions. Bail: $7,137. The 25-year-old driver faces two failure to appear charges. Bail: $785.

— A 40-year-old Reno man was arrested Friday, 12:57 a.m. in the area of Sherman and College Parkway on misdemeanor charges of driving with an expired registration, fictitious registration, no valid driver’s license, no proof of insurance and failure to appear on a warrant. Bail: $1,833.

— A 31-year-old Carson City woman was arrested Thursday, 3:25 p.m. in the area of Sierra Vista Drive and Pinion Hills Drive on misdemeanor charges of DUI and open container. Bail: $1,329.

— An 18-year-old Carson City man was arrested Thursday, 7:22 p.m. in the area of Arrowhead and Bowers on a misdemeanor charge of driving under the influence of drugs. Bail: $1,137. Officers made a traffic stop and contacted the driver, who had red watery eyes and slow deliberate speech. The officer asked the man if he had been consuming any alcoholic beverages. The man said he had not and there was not an odor of alcohol coming from the man.

The man began acting odd with officers and would not open his glovebox in the vehicle. During a K9 search the officer located a small amount of marijuana and two glass pipes with residue. During the questionnaire portion of the field sobriety test, the man admitted to having smoked marijuana earlier in the day. Bail: $1,137.

— A 23-year-old Carson City woman was arrested Thursday, 12:55 p.m. in the 4100 block of South Carson Street on a charge of misdemeanor petit larceny. The woman is accused of taking $240 in merchandise from Kohl’s and leaving without paying. Bail: $352.
