Carson City authorities make felony drug, misdemeanor battery arrests over weekend

A Carson City man faces a felony drug charge and seven misdemeanor charges. Randy Paul Warstler, 29, was arrested at 1:47 a.m. early Sunday, at the intersection of Telegraph and Curry.

According to the arrest report, officers responded to the area of North Carson Street and Winnie Lane for a report of a DUI driver in a vehicle with stolen license plates.

When the vehicle was stopped the driver jumped out of the vehicle and began running. The arresting officer began chasing the man on foot and caught up with him in the 300 block of Nevada Street. Warstler smelled of alcoholic beverage and had red glassy eyes, according to the arrest report.

He was taken to the vehicle, where he was positively identified as the subject that ran from the vehicle. The man performed a series of standardized field tests. Based on his performance during the field tests, officers determined that he was intoxicated to the extent that he could not safely operate a motor vehicle. A computer checked showed Warstler's license to be revoked. A criminal history check showed that he was convicted of DUI in 2010. A computer check confirmed that the plates on the vehicle driven by the man were stolen out of Fallon.

During the vehicle inventory search, a black cloth bag was found near the center console that contained a scale, two clear glass pipes with methamphetamine residue, a clear plastic baggie containing marijuana, a white metal spoon with white residue on it, a pink and gray lighter, a clear plastic baggie containing methamphetamine and a clear plastic baggie containing numerous smaller baggies consistent with the type used to package narcotics for sale, the arrest report states.

He was arrested for possession of controlled substance, possession of stolen property, DUI (second) obstructing a police officer, driving with a license revoked and possession of drug paraphernalia, no proof of insurance and surrendered registration. Bail: $8,514.

— A 30-year-old Carson City woman was arrested Sunday, Aug. 25, 2:51 a.m. in the 1900 block of Carriage Crest. She faces a misdemeanor charge of domestic battery first offense.

According to the arrest report, officers were dispatched to the 1900 block of Hamilton regarding a domestic battery call. Dispatch advised the victim was at the residence and that his girlfriend had thrown a bowl at him and left the residence.

Upon arrival, officers met with the victim while a deputy attempted to locate the woman. The victim had blood all over his shirt and shorts and had a bandage wrapped around his arm up to his elbow, the arrest report states.

Officers could see a large amount of blood that had soaked through the bandage. The victim appeared intoxicated but was able to tell officers that the woman had thrown a plate at his arm causing it to split open; however the victim could not tell officers why she had thrown the bowl or what the argument was over, the arrest report states.

The victim showed officers the chair he stated he was sitting in when she threw the plate at him. Officers could see a pool of blood approximately 3 inches in diameter. Officers could see pieces of the bowl that had been thown. Officers also observed blood stains on the carpet near the chair, and at various areas throughout the house, the arrest report states.

A deputy investigating located the woman in front of a Carriage Crest address and was interviewed. She stated she was sleeping when she said the man got on top of her and wanted to have sex with her, she told officers. She stated she told the man to get off of her and that he began to choke her. Officers did not observe any marks to the woman's neck, the arrest report states.

The woman stated she got angry and moved away from the man and then picked up a bowl from the end table and threw it at the man. She said the bowl broke on the chair but did not strike the man. She stated the man left the residence and went to her father's home where he was bandaged by her father.

At approximately 2:51 a.m. officers determined that the woman had indeed struck the man with the bowl by throwing it at him — based on his statement, her admission to throwing the bowl at him, his wound and the blood found. Officers determined the woman to be the primary agressor. She was taken into custody and jailed. Bail: $3,137.

— A 23-year-old Carson City man was arrested Aug. 23, 10:09 p.m. in the 300 block of Carson Meadows. He faces a felony charge of being in violation of parole and probation, and misdemeanor charges of contempt of court (warrant) and failure to appear on a traffic citation (warrant.)

Ryan Mitchell Sandoval, 23, was arrested after officers stopped him while he was riding his bicycle. He did not have the proper lighting equipment. When he was checked for warrants, officers learned of the three oustanding warrants, including the one from Nevada Parole and Probation, the felony. He is being held without bail on the felony. The misdemeanor bail charges are $1,292.

— A 41-year-old Carson City woman was arrested Aug. 24, 11:24 p.m. in the 2000 block of East William Street. She faces misdemeanor charges of failure to appear out of Reno Township and suspended registration. The woman was stopped after officers ran her license plate and it came back as suspended. Bail: $587.

— A 28-year-old Carson City man was arrested at 3:57 a.m. in the 300 block of William street on Aug. 24. Aaron Nicholas Brinkhous, was arrested for being in violation of Parole and Probation violation.

He is being held without bail until he goes before a judge based on him being in violation of the terms of his parole and probation. The man had been in a fight at a local bar and was found at a fast food resturant.

The man submitted to a preliminary breath test that came back at .22. Parole and Probation was advised of the man's alcohol consumption, and he was arrested based on the conditions of his parole and probation. He faces the charge of parole and probation violation.

— A 29-year-old Carson City man was arrested Aug. 24, 8:32 p.m. at the intersection of Stewart and Caroline. He faces misdemeanor charges of DUI (second); making a left hand turn at an intersection and criminal contempt. Bail $3,087.

According to the arrest report, on Aug. 24, an officer was driving in an marked sheriff's unit westbound on Robinson Street at Stewart. He saw a vehicle going eastbound. Both reached the intersection at the same time. The eastbound vehicle suddenly turned left directly in front of the officer, cutting him off.

After the vehicle turned left, the officer turned and began to follow it. The vehicle in the No. 1 lane then moved into the No. 2 lane without using a turn signal. The officer initiated a vehicle stop on Caroline. The vehicle stopped at an angle in the No. 2 lane. The officer contacted the driver who was the only occupant. The driver appeared under the influence.

Another officer arrived and spoke with the driver, who smelled of a strong odor of alcohol on his breath while speaking. His eyes were red and watery. His speech was slurred. He said he drank 5 beers prior to driving. He attempt to do a series of field sobriety tests but was unable to do them. He could not provde a sufficient sample for the preliminary breath test.

Based on his driving and intoxication, he was arrested. A computer check showed he only had a NV ID card, but a valid California driver's license. He was also under supervision of CCJC DAS. They requested an additional charge of failing to obey all laws be added. He voluntarily submitted to a blood best and was then booked on the charges. Bail: $3,087.

— A 49-year-old Carson City man was arrested on Aug. 24, 6:48 p.m. at the intersection of Carmine and Dori streets. He faces a charge of warrant domestic battery. Special Enforcement Team Officers were patrolling the area of Carmine and Dori streets when they came into contact with two men standing near a vehicle that was broken down in the middle of the street.

The vehicle was being towed by a black 1994 Jeep with Nevada plates. Officers checked both subjects for outstanding warrants. It was learned the 49-year-old man did have one confirmed warrant for his arrest for domestic battery second degree issued by the Carson City Justic Court with the bail amount of $5,000.

— A 29-year-old Carson City man was arrested on Aug. 24, 12:40 a.m. in the 300 block of West 9th Street. He faces a charge of being in violation of a suspended sentence (warrant). Bail: $3,000.

— A 29-year-old Carson City man was arrested Aug. 24, 6:48 a.m. in the 200 block of Lone Mountain. He faces a misdemeanor charge of domestic battery first offense. According to the arrest report, officers were called to the location where the victim said they were battered by the 29-year-old man.

On arrival officers made contact with the male victim who was bleeding from his lips and stated that his roommate and him had been drinking all night and that the roommate attacked him while they were wrestling, striking him in the face several times, the arrest report states.

A witness confirmed the battery, according to the arrest report. The suspect confirmed he attacked the victim due to him arguing with his girlfriend. Bail: $3,137.

— A 24-year-old Carson City woman was arrested Aug. 23, 10:07 p.m. at the intersection of Rex and Dori on a misdemeanor charge of contempt of court warrant issued Aug. 19, 2013. Bail: $500.

— A 24-year-old Carson City man was arrested Aug. 23, 9 p.m. in the 3700 block of South Carson Street. He faces misdemeanor charges of contempt of court, driving without a valid license (suspended) no proof of insurance and driving on a suspended registration.

According to the arrest report, officers stopped at the light at South Carson Street and Eagle Station observed a white Chevy 4 door sedan leave a casino parking lot at a high rate of speed. The vehicle scraped bottom entering onto South Carson going north. The vehicle then continued North toward Koontz in the no. 1 lane. The vehicle then left without using its turn signal and crossed two lanes of traffic and tried to turn right on Koontz, the arrest report states.

Officers stopped the vheicle in a grocery store parking lot in the 3700 block of Carson Street. Officers made contact with the driver, who provided a Nevada ID card and said he had no registration or proof of insurance.

A warrant for his arrested was issued with a bail of $311. He was taken into custody for the warrant and driving on a suspended driver's license, no proof of insurance, and driving on suspended plates. Bail: $1,787.

Those arrested and facing charges are innocent unless proven guilty in a court of law.
