Carson City man jailed for felony indecent exposure

A Carson City man faces a felony charge of indecent exposure for allegedly masturbating in a parked vehicle outside a clothing outlet store in the 4200 block of South Carson Street.

Joel Avalos-Lopez, 27, was arrested near his home in the 1000 block of Tamarisk Street after being interviewed by Carson City Sheriff's Office deputies. According to the arrest report, three female witnesses said that as they were leaving the store Thursday at around 6:47 p.m. they saw a man parked next to them in a red Ford Ranger pickup with Nevada license plates. They each reported seeing the man exposed and masturbating inside the pickup, which had its windows down, the arrest report states.

The man was found at the Tamarisk Street address after officers traced his license plate to the residence. Officers spoke with the man who told them that he works maintenance in South Lake Tahoe and had been raking pine needles that day and said that he itched and thought he had "ants in his pants," according to the arrest report.

Avalos-Lopez told officers the three females, in the car parked next to him, asked what he was doing and he said he told the women that he was checking for "ants in his pants," the arrest report states. He told officers that at no time did he expose himself.

The man said that because he was being questioned by the females, he decided not to go shopping at the clothing outlet store and decided to drive home.

"Joel could not confirm if he had ants in his pants but did say that he had an itch," the report states.

The three women, interviewed at separate times, each confirmed what they saw, with one telling officers that she told the man to take it privately elsewhere. One witness provided officers a cell phone video of the man smiling and then leaving the location. She was advised to keep the video of the event in case it is needed by the Carson City DA's office, the arrest report states. Bail: $5,000.

In other felony-related arrests:

— A 29-year-old Sequim, Wash., man was arrested May 2, 11:39 a.m. at the intersection of South Carson Street and Highway 50 West. Nicholas James Thomas faces a felony charge of being a fugitive from justice, and misdemeanor charges of obstructing a police officer and being in possession of less than an ounce of marijuana.

According to the arrest report, officers followed a driver drinking a can of beer while driving. Officers made a traffic stop of the black Jeep Cherokee and issued the driver a traffic citation.

The male passenger gave a name of "Nick Stoker" to authorities and said he had no identification. A separate vehicle traveling with the Jeep Cherokee had parked ahead of the traffic stop. The woman in the vehicle claimed the male passenger in the Jeep Cherokee was her husband and that his name was Nicholas James Thomas, which was helpful because dispatch could not find any information on a "Nick Stoker," according to the arrest report. The man continued to insist "Nick Stoker" was his real name and said they could search his bags inside the vehicle.

Deputies found a small bag containing marijuana debris, which the man told officers it was marijuana. Officers also found a small glass vial used to smoke hash oil, which the man said it was indeed used to smoke hash oil, the report states.

During the search dispatch confirmed the man had a confirmed warrant out of California Department of Prison for Absconding with a No Bail Warrant. While being arrested the man admitted to his real name, the arrest report states. He was being held without bail for being a fugitive from Justice and faces the two misdemeanor charges.

— Carson City patrol officers arrested three people May 2, at 9:18 a.m. at 7th and Curry Street. Rebecca Jessmer, 33, faces a felony charge of probation violation. A 35-year-old man faces a gross misdemeanor charge of having prescription drugs without a prescription. The driver of the vehicle had a warrant for his arrest and was taken to jail.

According to the arrest report, officers stopped a unregistered Honda sedan with its left headlight out. Officers observed the vehicle did not use a turn signal while turning on to 7th Street. Dispatch advised the woman was on supervision with Nevada Parole and Probation with a "no alcohol" clause. The woman's speech was slurred and she admitted to officers that she had been drinking. Jessmer submitted to a breath alcohol test, which registered a .330, the arrest report states. She was jailed without bail for parole and probation violation.

The 35-year-old male had an open container of Natural Ice beer on the floorboard of the passenger compartment and there was a bottle of Lidocaine (available by prescription only) with the label ripped off, tucked between the front passenger seat and center console, the arrest report states. He was arrested and taken to jail. Bail: $2,687.

— A 40-year-old Carson City man was arrested May 2, 9:17 p.m., in the 1900 block of North Carson Street. James R. Henderson faces a felony charge of being in possession of a controlled substance (pills) and four misdemeanor charges including possession of marijuana, possession of paraphernalia, driving without insurance and and no headlights.

According to the arrest report, officers patrolling in the area of Winnie and Carson Streets observed a blue Nissan four door sedan with California plates traveling southbound with no headlights on.

A traffic stop was made and the man identified himself, telling officers the vehicle was a rental car from the Bay Area. The man then became confrontational with officers, asking why he was stopped and why he was being asked for paperwork. Officers said the man's speech was slow, and would not acknowledge any of the questions asked after they were repeated several times. The man seemed confused, the arrest report states.

A K9 used on the seen conducted an exterior search of the vehicle in which the dog did give two positive alerts, which was explained to Henderson. Officers asked the man if he had anything illegal on him or his his vehicle and the man replied "no." Officers asked the man for consent to search the car and the man said he did not know if he wanted to give consent. Henderson spoke with another officer and gave limited consent of three to five minutes to search the vehicle, the arrest report states.

While officers were speaking to Henderson, dispatch informed them of a probation violation out of Santa Cruz, Calif. Officers then asked the man for a body search for anything illegal. During the search officers found a small amount of marijuana rolled into a joint and a red container with an unknown pill along with a white substance that tested positive for cocaine. Bail: $5,183.

— A 30-year-old incarcerated man was booked into Carson City Jail May 2 for a court hearing on three warrants, including felony possession of or receiving a stolen vehicle.
Christopher N. Coston, is currently serving time in the Northern Nevada Correctional Center. He was booked on two other charges including misdemeanor violation of conditions and contempt of court. Bail: $100,800.

In misdemeanor-related arrests:

— A 45-year-old Carson City man was arrested Friday, May 3, 4:56 a.m. in the 2700 block of Highway 50 East. He was stopped for driving erratically. He had a misdemeanor warrant for his arrest for failure to appear at Tahoe Douglas Justice Court. Bail: $402.

— A 40-year-old Carson City man was turned over by Washoe County authorities and jailed Friday, May 3, 12:35 a.m. on a misdemeanor contempt of court warrant (failure to appear) issued Jan. 22, 2013. Bail: $1,000.

— A 67-year-old Fernley man was turned over to Carson City Jail staff Friday, May 3, 12:35 a.m. on a misdemeanor contempt of court warrant (failure to pay fines and fees as ordered by the court) for his arrest. Bail: $324.

— A 27-year-old Carson City man was arrested May 1, 11:03 p.m. and faces misdemeanor charges of failure to appear. The man was stopped after failing to use a turn signal turning north onto Fairview from Stanton Drive. Bail: $1,328.

— A 52-year-old Carson City man was arrested May 2, 7:57 p.m. in the 3300 block of Highway 50 East. The man was stopped while driving because he did not use a turn signal, according to the arrest report. A wants and warrants search found the man had a failure to appear warrant. He also faces misdemeanor charges of driving on a suspended registration, having no valid license, failure to use a turn signal at an intersection. Bail: $1,832.

— A 23-year-old Carson City man was arrested May 2, 9:18 p.m. at the intersection of 7th and 5th streets. The vehicle was stopped for a headlight out and not using a turn signal. A wants and warrants check of the man showed he had a warrant for his arrest out of Carson City Justice Court for failure to appear. Bail: $388.

— A 56-year-old Carson City man was arrested May 2, 7:57 p.m. in the 3300 block of Highway 50 East. He faces a misdemeanor charge of failure to appear for a traffic hearing. Bail: $212.

— A 23-year-old Carson City man was arrested May 1, 11:23 p.m. at the intersection of Fairview and Steamboat streets. He faces misdemeanor charges of driving under the influence, open container, not using a turn signal and having no valid driver's license.

According to the arrest report, the vehicle was stopped for failure to use a turn signal. A passenger, who had two warrants for his arrest, was taken into custody. The driver of the vehicle had a strong odor of alcohol coming from his breath. He was asked if he had been drinking and he admitted to drinking heavily the night before, the arrest report states. There were two open Budweiser can behind the driver's seat. Officer asked the man if he would participate in field sobriety tests for which the man agreed and did so unsatisfactorily, the arrest report states. Breath tests were giving resulting in .113 and .110. Bail: $1,578.

— A 39-year-old Carson City man was arrested May 1, 9:36 p.m. at 20 College Parkway and faces a misdemeanor charge of being in violation of conditions of bail. Officers responded to the location after there were reports that a man was yelling profanities inside his apartment, saying that he was going to kill everyone, according to the arrest report.

Officers made contact with the man and warned him to quiet down to stay inside his apartment. Less than an hour later, dispatch received a call about the man continuing to yell profanities and yelling that he was going to kill people.
Also, passerby report they could hear something being sprayed from a can inside the apartment. Officers stood by and listened and heard a spray noises inside, the arrest report states.

Based on information, officers conducted a wants and warrants check through dispatch who advised the man was under the supervision of alternative sentencing with a no drug/alcohol clause.

Officers were allowed by the man to go inside the apartment where they found a 12-ounce can of Ultra Duster air spray. The man was asked if he had been sniffing or huffing the air spray. The man replied he had, adding that on his days off he sniffs one can of air a day. He was arrested for violating terms of his bail conditions. Bail: $3,000.

Those arrested and facing charges are innocent until proven guilty in a court of law.
