Carson City sheriff's log: Man jailed on felony warrants found with stolen bicycle

A Carson City man arrested Saturday on felony warrant charges from another county, also faces a charge of possession of stolen property after he was found on a mountain bike stolen earlier from a Divot Road home, a Carson City sheriff's deputy said.

Kyle M. Carpenter, 26, was booked into custody Saturday, 10:27 a.m. in the area of Carson River Road on a felony warrant charge of battery with a deadly weapon and a misdemeanor drug paraphernalia out of Lyon County. He was booked on the stolen property charge after officers had investigated the bike theft, which happened sometime after 11:30 p.m. Friday.

The bike was a Specialized Rock Hopper. The victim provided a serial number and a receipt of purchase. The deputy later discovered the bike had been booked into an evidence locker for safe keeping when Carpenter was arrested earlier on the warrant charges and was in possession of the bicycle.

At jail, Carpenter was contacted by a deputy and read his Miranda Rights. Carpenter advised he did not wish to talk about the bicycle. Bail: $56,355.

In other arrests: A 68-year-old Carson City man was arrested Sunday, 2:14 a.m. in the 3200 block of Market Street on a felony charge of grand larceny, a Carson City sheriff’s deputy said.

Peter Lee Quan was booked on $25,000 bail. According to the arrest report, a deputy was dispatched to Walmart for a larceny report. The officer met with the assistant manager who said he saw Quan walk out of the store with a cart full of items.

The man allegedly passed all modes of payment and began to walk out of the store. The manager confronted the Quan who began to talk about random things. The manager informed deputies that he received all the items in the cart back but was not sure if Quan had anything else on him because Walmart is not allowed to search people.

The officer spoke with Quan about what happened. He began to talk about random stories that did not pertain to the investigation. The officer asked the man again what he was doing at Walmart and he said he was there to buy some things. The officer explained to him that he was caught walking out of the store with a cart full of items.

The officer told him all the items totaled more than $700 and what he did was a felony. The man said he understood and would accept the consequences of his actions. He was taken into custody and booked for grand larceny. The items in the cart amounted to $789.09. Bail: $25,000.

— A 37-year-old Carson City man, Israel Garcia-Garfias, was arrested Saturday, 7:44 p.m. in the area of Carson Meadows and Robinson Street on a felony charge of giving officers false identification to avoid prosecution, and three misdemeanors: driving with expired registration, no valid license and expired insurance.

According to the arrest report, a deputy was in the area and conducted a registration check on a vehicle that revealed the registration was expired. The officer made a traffic stop and spoke with the driver who identified himself with a name and date of birth.

He said he did not have ID on him but provided a Costco card with a name on it. The deputy conducted a records check on the name and was unable to locate a driver’s license. The deputy decide to impound the vehicle for having expired insurance. During inventory deputies found a Mexico passport in the driver’s door bearing the name of Israel Garcia-Garfias. The picture on the passport resembled the driver. He was arrested. Bail: $21,006.

— A 29-year-old Carson City man, Danny Magner, was arrested Saturday, 10:45 a.m. in the 600 block of North Saliman Road on a felony parole and probation violation. He’s is being held without bail pending a hearing.

— A 22-year-old Carson City man, Michael John Hervik-Harrell, was arrested Sunday, 12:27 a.m. in the 1900 block of North Carson Street on a felony parole and probation warrant. He’s being held without bail pending a hearing.

— 33-year-old Carson City man was arrested Saturday, 1:03 p.m. on a misdemeanor warrant, failure to appear in traffic court, issued June 25, 2015 out of Carson City Justice Court. Bail: $215.

— A 70-year-old Carson City man was arrested Saturday, 9:30 p.m. in the area of College Parkway at the I580 on ramp on suspicion of DUI and contempt of court, both misdemeanors. According to the arrest report, a deputy was dispatched to the area for a report of an unknown injury accident. A deputy arrived on the scene and determined two vehicles were involved and there were no injuries.

A deputy made contact with the driver of one of the vehicles and could immediately smell a strong odor of alcohol. The man also spoke with slurred speech. The officer asked the man to exit the vehicle and as he did he began to lean again the vehicle to stabilize himself and stumbled as he walked. The officer asked the supplemental questions on the field sobriety test form. The man had a constant grip on the door to his vehicle to keep himself from falling over, the arrest report states.

While the man told the deputy several times he understood the instructions, he did not complete any of the tests that were explained and demonstrated by the deputy. The only test the man was able to successfully complete was a preliminary breath test which resulted in the man being over the legal limit of .08.

The man was arrested for suspected DUI. He voluntarily consented to a blood draw. At jail deputies were advised he was being supervised by the Department of Alternative Sentencing and it requested an additional charge of contempt of court be placed on him. Bail: $1,637.
