A 20-year-old Carson City man was arrested Wednesday on suspicion of felony vehicle burglary after deputies found him in possession of stolen debit and gift cards and a repair kit taken from an SUV.

Ezekial Brenn Okelley is being held on $55,824 bail. According to the arrest report, Carson City sheriff's deputies responded to an apartment complex in the 700 block of Silver Oak Drive after a report of a suspicious person checking car doors. The man was described by witnesses as wearing a gray hoodie, dark pants, beanie-style cap and carrying a backpack.

Upon arrival deputies set up a perimeter and began to walk the area of the east parking lot. A short time later two deputies came around the corner of the 690 building and saw Okelley run up the stairwell, according to the arrest report.

Officers identified themselves, placed him at gunpoint and commanded him to stop, drop his bags and come down the stairs. The man then made spontaneous statements that he was going to jail, the arrest report states.

Deputies asked him if he had a warrant. The man replied he did. Officers found the man to be in possession of two kitchen-style knives. In the backpack a wallet was located which showed his identification. Okelley told officers that the back pack was his. Found was a credit union debit card with another man's name on it, and in the bottom of the backpacker there were several other cards that had no names printed on them, a can of tire flat repair and a set of jumper cables.

A canvas bag Okelley was found to have was a roadside emergency kit, with officers concluding the tire flat can and the jumper cables were likely out of the kit. Okelley was placed in the back of a patrol car as Carson City sheriff's deputies continued to investigate.

A deputy located an unlocked SUV near the stairwell that Okelley ran up. He checked the plate and was able to locate the owner in the building who was then able to identify the emergency road kit as hers. She checked her vehicle but found nothing else missing, according to the report.

Officers ran a criminal background check on Okelley where he was found to have an outstanding warrant out of Carson City Justice Court from December 2013. Dispatch was also able to locate an address on the owner of the debit card, the arrest report states.

Okelley was read his Miranda rights where he accepted, agreed to cooperate and admitted that he got into the SUV and removed the emergency kit from it. While being questioned the 20-year-old man had alcohol on his breath. A preliminary alcohol breath test was administered that showed a .167. the arrest report states.

Witness statements were collected and the man with the debit card was found in the area of 20 College Parkway. The man showed officers where his car was parked and that it was unlocked. The man advised that he checked it and noticed several credit and gift cards were missing from his center console, the arrest report states. Officers showed the man several cards found in the bottom of the backpack that Okelley was in possession.

Okelley faces charges of two counts felony vehicle burglary and four misdemeanor charges including two counts possession of stolen property, minor consuming alcohol and violation of a suspended sentence.
