Ex-convict jailed for violating conditions of parole from prison

A 34-year-old Exeter, Calif., man was booked into Carson City Jail May 6 and faces a felony charge of being in violation of condition of his parole from prison.

Matthew Michael Ramos was jailed without bail, according to the Carson City Sheriff's Office arrest report. The State of Nevada warrant for his arrest was issued Sept. 13, 2012 for failure to comply with conditions laid out when he was granted parole on March 19, 2012.

In other felony-related arrests: A 20-year-old Carson City man jailed on local charges is being held on $50,000 bond for a charge of failure to appear in the Ninth Judicial District Court in Douglas County.

Michael John Harrell informed Carson City authorities May 6 that he had a warrant out of Douglas County and wanted to know about the conditions of the warrant before his release date in Carson City.

In misdemeanor-related arrests:

— A 32-year-old transient was arrested Tuesday, May 7, 12:14 a.m. in the area of Tiger Drive and faces a misdemeanor charge of being in violation of his probation, failure to report and pay probation fees. Officers were serving a warrant and found the man walking toward Hot Springs Road, according to the arrest report. Bail:$3,000.

— A transient was arrested at 11:48 a.m. Monday, May 6 in the 1800 block of North Carson Street and faces misdemeanor charges of disorderly conduct and obstructing after trying to pick fights with people outside a grocery store.

Officers responded to the grocery store and made contact with the man, who was yelling and screaming profanities, the arrest report states.

Officers asked the man several times to sit on the ground but he refused to comply, the arrest report states. Officers informed the man that if he did not comply he would be pepper sprayed.

The man screamed an expletive at the officer and walked away toward a pile belongings he had on the ground, trying to retrieve them. Officers attempted to grab the man's left arm to detain him. As the officer did the man sprung up, pulled away from the officer's hold and took a fighting stance with the officer, the arrest report states. The officer sprayed the man in the face with pepper spray but it appeared the spray had no affect on him, the arrest report states.

Officers continued to give the man verbal orders to comply. The man turned around and again toward the officer and put his hands up in an aggressive manner, the report states. After spraying the man again with pepper spray, he walked toward a building, sat down and started complaining about the pepper spray on his face. He was detained and arrested. Bail: $654.

— A 30-year-old Carson City man was arrested May 6, 2:03 p.m. in the 200 block of Allouette Way. He faces a misdemeanor charge of domestic battery.

According to the arrest report, officers were dispatched the residence on a report of a physical domestic dispute. While responding, officers were advised by dispatch that the victim was standing outside the home because her boyfriend was breaking and throwing items inside the residence.

When officers arrived they could hear loud banging noises coming from within the home. The victim gave the officer a front door key and the man was detained inside the garage, the arrest report states.

The victim told authorities the man grabbed her from behind and carried her up the stairs against her will and placed her on her bed. She said after being placed on her bed the man held her and yelled at her, not allowing her to get off the bed. The man gave a similar account to what the victim stated, according to the arrest report. Bail: $3,137.

— A 40-year-old Carson City woman was arrested May 6, 7:52 p.m. in the 5000 block of Gabrielle Court and faces a misdemeanor charge of being in violation of her probation. She had a "no alcohol" clause as part of her probation terms. Officers responded to the home on a welfare check of the woman, who has two children. A preliminary breath test was taken where the woman blew a .224. Bail: $3,000.

— A 35-year-old Carson City woman was arrested May 4, 1:44 p.m. and faces several misdemeanor charges including driving under the influence of drugs and driving on a revoked license for DUI. The woman was stopped in the 200 block of Hampton Court. She told officers she had been taking several prescription meds and was using methamphetamine. A meth pipe was found in the woman's purse. Bail: $6,396.

— A 31-year-old Carson City woman was booked into jail May 4, 12:15 a.m. and faces a charge of domestic battery. She was served a warrant for her arrest in the 3000 block of Gordonia. Bail: $3,000.

— A 22-year-old Carson City man was arrested May 5, 2:54 a.m. in the 300 block of East William Street. He faces a charge of domestic battery. Officers made the arrest after a report of two men fighting in the parking lot of a fast food restaurant. The men turned out to be cousins and the victim — who was punched in the face and suffered a laceration to the eye — said he did not fight back when he was attacked. Bail: $3,132.

— An 18-year-old Carson City man was arrested at 3:17 a.m. May 5 and faces five misdemeanor charges including minor consuming alcohol, possession of drug paraphernalia, allowing an unauthorized person to drive and criminal contempt. Officers made the arrest after stopping a white Jeep Cherokee doing 40 mph in a 25 mph zone. The driver, 17, was subsequently arrested for DUI first offense.

Inside the vehicle officers found a 1 liter bottle of vodka that was nearly empty and a unopened can of Steel Reserve on the floor board under the passenger seat. A criminal check showed the 18-year-old was under supervision by authorities. Bail $2,613.

— A 25-year-old Carson City man was arrested May 5, 1:58 a.m. at the intersection of Telegraph and Roop streets. He faces a misdemeanor charge of being in contempt of court. Officers stopped the man, who failed to stop at a stop sign on Fall Street. Bail: $1,000. The warrant for his arrest was dated Aug. 12, 2012 and was out of Douglas County where the man faces charges of petit larceny and battery.

— A 19-year-old Carson City woman was jailed May 4, 6:29 p.m. in the 3000 block of Imperial Way for a misdemeanor criminal contempt warrant issued Nov. 19, 2012, for failure to attend an alcohol class and failure to pay fines. Bail: $500.

— A 45-year-old Mound House man was jailed May 3, 4:48 p.m. after being stopped near Brown Street and Highway 50. Officers observed the driver not wearing a seatbelt and not using a turn signal. The driver was stopped and a wants and warrants check on the passenger found he had a failure to appear warrant for his arrest issued April 19, 2013 on a traffic violation. The driver was issued a citation. Bail: $1,513.

Those arrested and facing charges are innocent until proven guilty in a court of law.
