A Carson City woman with three prior DUI convictions was jailed Sunday on a felony charge of driving under the influence after after an incident at a grocery store parking lot, a Carson City sheriff’s deputy said.
Cynthia Bess Reilly, 58, is being held on $20,000 bail. According to the arrest report, officers responded to the area of Carson Street and Winnie Lane at 2:12 p.m. to look for the suspected driver and then went to the 4200 block of Mulligan Drive, the address of the registered owner.
Officers did not locate the vehicle and waited in the area and then observed it returning to the home address. The officer made contact with the Reilly who was driving. The officer asked if she had been at the grocery store and had hit a car in the parking lot. The woman told the officer she had but gave the person her information.
The arresting officer asked the woman if she had been drinking. The woman said she had not. The officer asked the woman if she would participate in Standardized Field Sobriety Tests. The woman agreed, showing signs of impairment on all tests, the arrest report states.
The officer asked the woman if she would do a preliminary breath test, to which she stated she would. The woman provided a breath sample with a result above a .08, the report states. She was arrested at 2:56 p.m. and taken to jail. Officers reviewed her criminal history that showed three prior convictions for DUI. She was read the Nevada Implied Consent where she volunteered to complete a blood test.

— A 67-year-old Carson City man was arrested Sunday, 3:55 p.m. in the 5400 block of South Carson Street on misdemeanor charges of DUI second, and driving without a valid driver’s license.
According to the arrest report, officers were called to the 4300 block of South Carson Street in reference to a possible DUI driver. A witness, who is a former Carson City Sheriff’s Reserve Officer and current medical professional, told officers he witnessed an elderly man stumble out of the front door of a restaurant and fall, head first, to the ground.
The witness assisted the man off the ground and smelled the odor of alcohol on his breath. The witness said the man could barely walk unassisted and offered to call him a cab. The man declined, got into his truck and drove out of the parking lot.
The witness was concerned the man was too intoxicated to drive and called 911 to report the incident. Meanwhile the witness followed the man as he turned south on Carson Street from Clearview. He provided updates to dispatch about the man’s erratic and slow driving. The witness reported seeing the man drive up on a curb as he went west onto Old Clear Creek Road and then into an RV park in the 5400 block of Carson Street, stopping at an address.
A sheriff’s sergeant arrived and found the man sitting in his truck with the engine off. The man smelled strongly of an alcoholic beverage and urine, the arrest report states. His voice was slow and slurred and eyes red and watery. The man told officers he had one margarita and did not touch the second drink he ordered. Officers requested he submit to standardized field sobriety tests in which the man declined. Officers requested he submit to a preliminary breath test and the man agreed, which resulted in a .123 preliminary reading.
Officers observed the man was covered in bruises and sores from previous falls and had trouble walking. He was taken to the hospital for medical clearance. He was advised of the Nevada Implied Consent and agreed to take a blood draw. He told officers that this wasn’t his “first rodeo” and just wanted to go home.
After he was cleared from the hospital, dispatch advised of the man’s Nevada and California criminal histories. He’s had a total of five DUIs since 2004, including two in 2012. Only one within the last seven years had a guilty disposition entered, the arrest report states. The man’s license was expired. He was charged for DUI second and driving without a valid license. Bail: $2,829.
— A 36-year-old Carson City man was arrested Sunday, 7:56 p.m. at 20 College Parkway on misdemeanor charges including a contempt of court warrant, possession of drug paraphernalia and possession of less than an ounce of marijuana.
According to the arrest report, officers responded to a fast food restaurant in the 3500 block of North Carson Street in reference to a man who appeared intoxicated and was walking in and out of traffic.
Upon arrival officers observed the man walking north across College Parkway, and appeared to be unaware of traffic. The officer made contact with the man to check on his well being. A check through dispatch confirmed he had a warrant for his arrest out of Carson City Justice Court. He was asked if he had anything to drink. The man told the officer he had a couple beers.
For the warrant, the man was arrested. During the search officer found a glass marijuana pipe and a plastic bag of marijuana inside the man’s front right pocket. He was taken to jail and booked without incident. He blew a .209 on a preliminary breath test. Bail: $2,788.
— A 26-year-old Carson City man was booked into jail Sunday, 6:05 p.m. after turning himself in on a misdemeanor warrant, violation of conditions, issued Oct. 7, 2014 out of Carson City Justice Court. Bail: $3,000.

Meanwhile, the Carson City Sheriff's Office will hold saturation patrols throughout the month of November because of an increase in vehicle crashes, said Sgt. Scott McDaniel.
"Excessive speed, distracted driving, tailgating, cutting off other vehicles, running stop lights or stop signs are just some actions that lead to crashes," he said. "The Sheriff’s Office is most concerned about the increase in crashes and will be conducting saturation patrols throughout the month of November. The focus of these patrols will be to concentrate on driving habits that lead to car crashes."
