A 32-year-old Dayton woman was arrested early Friday morning in Carson City and faces a felony charge of possessing drugs without a prescription and misdemeanor charges including driving on a suspended license for DUI, open container and violation of bail conditions.
According to the arrest report, Kelly Ann Hopkins, was arrested in the 2200 block of East William at 4:31 a.m. Carson City patrol officers in the area of Russell and East William street noticed a black SUV exit the bypass and turn onto Russell Way. The SUV turned into the parking lot of a casino, where Hopkins exited the vehicle and went inside leaving it running and, presumably, unattended.
Officers checked on the vehicle and noticed two intoxicated men inside. Both were slumped over and would not respond when the officer knocked on the window numerous times, according to the arrest report. The officer opened the passenger door and shook the front seat passenger who appeared grossly intoxicated. The front seat passenger and the male passenger in the back seat did not wake up.
A deputy went to the casino and returned the driver. She advised that her friends were drunk, but conscious earlier. Hopkins was able to shake her friends and got them to eventually wake up. An officer met with the men who did not request any assistance.
Meanwhile, officers ran a wants and warrants check on Hopkins. She showed that she had a DUI revoked license status from January 2013 to April 2013 and was in violation for driving. She also advised that she had been drinking, six hours prior but not recently. The woman provided a PBT sample free of alcohol. Alternative sentence requested the woman be placed on hold.
During her arrest there was an open bottle of vodka in an open backpack. Deputies located a pill container that contained four pill bottles. There were 28 prescription Caresoprodal, a schedul IV controlled substance, without a prescription. She was arrested and taken to jail. Bail: $6,764.
A 41-year-old Carson City man was arrested Thursday and faces a felony charge of possessing a controlled substance and several misdemeanor charges.
Keith Edward Watrous, was arrested in the 2200 block of Airport Road and Gordonia at approximately 10:54 p.m.
According to the sheriff's report, officers patrolling the area stopped Watrous after they observed him going through a stop sign on a bicycle. A records check showed the man had two warrants out of Carson City Justice Court. The warrants were for violation of a suspended sentence, failure to report to DAS for color code drug testing.
Before the arresting officer conducted a search, Watrous informed him that he had marijuana and methamphetamine on him, according to the arrest report. The officer found pot in the left front pocket of his jacket, and the methamphetamine in the right front pocket of his jacket. He was arrested and taken to jail. Bail: $9,232.

— A 43-year-old Carson City woman was arrested Thursday, Feb. 28, 11:30 a.m. and faces a charge of being in violation of probation conditions. The woman had a bench warrant issued July 13, 2012 for failure to report monthly to probation, obtain substance abuse and domestic violence evaluations and failure to pay fees. Bail: $3,000.
— A 19-year-old Reno man faces a misdemeanor criminal contempt charge. He was arrested Thursday, Feb. 28. The bench warrant was issued Jan. 11 of this year and it is for failure to obtain substance abuse evaluation. Bail: $500.
— A 55-year-old Carson City man was arrested Thursday, Feb. 28, 3:39 p.m. in the 3000 block of Highway 50 East. He faces two misdemeanor contempt of court charges for failure to report to the fines and fees office as ordered by the court. Bail: $1,049.
— A Carson City man was arrested after authorities observed him driving on a suspended registration and having a failure to appear warrant for his arrest. He was stooped at 3:11 p.m. at the intersection of North Carson Street and Winnie Lane. Bail: $319.
— A 19-year-old Gardnerville woman was arrested Thursday, Feb. 28, 7:51 a.m. near the intersection of Convair and Boeing on a contempt of court warrant. Authorities ran the plate on the woman's vehicle which came back that she had a warrant.
According to the arrest report, the woman was "less than cooperative" and advised that she was being harassed over a case out of Lyon County. The warrant was out of Carson City Justice Court for contempt of court in her failure to provide proof of intensive outpatient counseling. She was taken into custody on the warrant and transported to the Carson City Jail for booking.
The woman continued to be uncooperative with officers after being handcuffed, saying the officer was "kicking my ass" as she walked back to the car unit, the arrest report states. She did not like being patted down and moved away from the car as the arresting officer was patting her down. Once in the back seat of the patrol car, she was quiet, the arrest report states. Bail: $500.
— A 26-year-old Carson City laborer was arrested Thursday, Feb. 28, 11:10 a.m. in the 4700 block of Black Rock Court on a warrant for possession of drug paraphernalia. $2,000 bail.
— Those arrested and facing charges are innocent until proven guilty in a court of law.
