A 38-year-old South Lake Tahoe man faces a felony charge of assaulting a police officer and two misdemeanor charges after he was arrested early Sunday following a struggle with Carson City Sheriff's Office deputies in the 4600 block of Snyder Avenue.
Raymond Michael Elben is in the Carson City jail with bail of $11,549. According to the arrest report, officers were dispatched to the area before midnight Saturday for a report of a man on the ground.
Carson City dispatch advised that another man was standing over the man on the ground. The man standing up was identified as Elben. Dispatch advised that the Carson City Fire Department was already on scene and they requested deputies to respond with lights and sirens.
On scene with the fire department, they pointed to Elben who was walking away quickly from the scene. At this point, officers suspected that Elben had battered the man on the ground, the arrest report states.
The fire department captain told officers to stop and get the man who was the suspect. Officers made contact with Elben at the bowling alley parking lot area. He had his his right hand cupped and was holding something walking toward the officer, the report states.
Officers believed that he was either holding or carrying some kind of weapon. Officers exited the patrol vehicle and ordered Elben to stop and lay down on the ground. The man refused to comply and was tackled by another officer after it appeared the man was to assault the arresting officer, the report states.
The man attempted to hit the officer with his right elbow, but it was blocked. He continued to violently resist and refused to be handcuffed. He was taken to the hospital where he was treated for injuries sustained from fighting and resisting deputies and then booked into jail for the charges of obstructing and delaying an officer, resisting arrest with violence, and assault on a peace officer.
In other felony-related arrests:
— A 44-year-old Carson City man was arrested in the 1700 block of North Roop Street and faces a felony charge of domestic battery with strangulation and a misdemeanor charge of being a convicted person failing to register. Donald Ford is being held on $25,237 bail.
According to the arrest report, officers arrived at the residence Friday, July 5 at 3:10 a.m., after being dispatched for a domestic battery in progress. Dispatch reported that a man was seen hitting a woman. As officers arrived they saw three subjects arguing with each other. Officers separated them and spoke with each separately. Ford told officers that he had been punched in the mouth by his fiance and had a split upper lip. He refused to complete a witness statement.
The woman told officers that Ford hit her and slammed her head into a wall of their apartment, slapping her in face several times and saying he was going to kill her. Ford chased her out of the apartment and into the parking lot where he wrapped his arms around her neck and pressed both his thumbs on here windpipe, strangling her to the point of her losing consciousness, the arrest report states.
She was brought back to consciousness by Ford, who slapped her repeatedly in the face. A friend of the woman witnessed the assault and separated them. The witnesses story was consistent with that of the victim.
The victim had numerous cuts and bruises all over the visible parts of her body, and redness on her neck consistent with being strangled, the arrest report states.
Ford was booked into jail. He faces the felony charge of domestic battery with strangulation and being a convicted person failing to register.
— A 21-year-old Carson City man was arrested in the 1200 block of Lompa Lane Sunday, 10:37 a.m. Brent Richard Threet faces a charge of being under the influence of a controlled substance.
According to the arrest report, officers were dispatched to the Lompa Lane address regarding a verbal dispute. On arrival two officers made contact with Threet. A wants and warrant check was made and it was advised that he has an unconfirmed warrant issued by the Nevada Division of Investigation.
He was taken to jail and booked in reference to the warrant. Bail: $5,000.
— A 36-year-old Reno woman was arrested July 5, 10:59 p.m. at the intersection of Robinson and Saliman. Maureen Silverberg faces a felony charge of being in possession of a dangerous drug without a prescription and misdemeanor charges of possession of paraphernalia and possession of less than an ounce of marijuana.
The woman was stopped at the intersection for failure to use a turn signal when turning east on Robinson Street from Drew Street. Officers could smell marijuana coming from the vehicle and saw, in plain view, a baggie of marijuana sitting on the center console.
The woman was asked if she had any other drugs or paraphernalia in her possession and the woman said she did have a pill container with unknown pills. The pills were later identified as Hydrocodone and Percocet. Bail: $4,374.
In misdemeanor-related arrests:
— A 39-year-old Delaware man faces a misdemeanor battery charge after being arrested Saturday, 12:18 a.m. in the 300 block of North Carson Street.
According to the arrest report, officers responded to the 300 block of North Carson Street on a report of a fight in progress. Officers arrived at the location and assisted other deputies in the identification of all parties involved in the fight. Officers spoke with bar security staff and were advised that the 39-year-old man, had caused a disturbance inside the bar.
He was escorted by bar security staff where he struck security staff members with a closed fist. He was escorted off the property but returned and was involved in another fight with a man.
During the second altercation, several of the bar patrons and security staff were involved. The man then attempted to flee the scene in a vehicle. After speaking with several witnesses, officers were able to determine that the man had struck security staff during the the course of their duties.
The man was cuffed and taken to jail. Bail: $1,132.
— A 28-year-old Stafford, Virginia man was arrested early Sunday in the 300 block of North Carson Street and faces several misdemeanor charges including DUI (second) driving on a suspended license for DUI, Affray, possession of less an than ounce of marijuana and possession of drug paraphernalia.
According to the arrest report, officers responded to a fight in the 300 block of North Carson Street. Officers observed a blue Honda sedan with Virginia plates occupied by three males fleeing the scene. Officers made contact with the occupants of the vehicle, including the driver who had blood on his face and hands.
He refused to open the door of the vehicle after several commands to do so. Officers removed the driver from the vehicle and could smell alcohol on his breath. The man, who had a laceration to the top of his forehead, would later receive treatment and stitches. He told officers that he and his friends had been at the bar and started drinking when they got into a fight with three other patrons. Bar security told officers that the man and his friends had started a fight with several other patrons before being asked to leave. They continued to fight with the patrons and security.
The man was transported to the hospital for medical attention. He told officers that he had drank approximately 3 to 4 shots and 3 to 4 beers. During inventory of the man's car, officers found a plastic bag containing marijuana and a glass marijuana pipe. He was taken to jail after being treated at the hospital. Bail: $5,785.
— A 36-year-old Carson City man was arrested Saturday, July 6, in the 1900 block of Marian Avenue. He faces a misdemeanor charge of domestic battery. According to the arrest report, the man pushed his ex-girlfriend's around after they got into an argument in which a hat was put into the trash can. The man allegedly pushed the woman repeatedly, causing her to fall multiple times. Bail: $3,132.
— A 26-year-old Dayton man was booked into Carson City Jail July 6, 8:40 a.m. on warrant charges out of Dayton for domestic battery second offense. Bail: $742.
— A 31-year-old Mound House man was arrested Saturday, July 6 in the 1600 block of Airport Road. He faces misdemeanor charges of obstructing, being a probationer under arrest, possession of a hypodermic device and possession of drug paraphernalia.
Officers stopped a vehicle in the area, in which the passenger, the 31-year-old man, fled the scene. Officers chased and caught him. The driver of the vehicle fled the scene. A search of the vehicle netted the drug paraphernalia find. Bail: $5,681.
— A 23-year-old Dayton man was arrested Saturday, July 6, at State Route 28 mile marker 1 near the Carson City Douglas County line. The man faces misdemeanor charges of driving on a suspended driver's license and contempt of court. The man was stopped for turning around on a double yellow line. A wants and warrants check found him to have a warrant for his arrest out of East Fork Township. Bail: $1,837.
— A 32-year-old Minden man was arrested Saturday, July 6, 2:09 a.m. at the intersection of Telegraph and Carson Streets for being an intoxicated pedestrian. The man was found stumbling and unsteady on his feet. He blew of preliminary breath test of .215. Bail: $337.
— A 21-year-old Virginia City man was arrested Saturday, July 6, 1:30 a.m. at Northridge Drive and Wilma Way. He faces a misdemeanor charge of harassment. the man kept sending harassing and offensive text messages to his ex-girlfriend. The man admitted to police of sending the text messages. Bail: $352.
— A 41-year-old transient was arrested Friday, July 5, 6 p.m. in the 100 block of Arthur Street. He faces a misdemeanor charge of disorderly conduct. Bail: $242.
— A 52-year-old Carson City man was arrested Friday, July 5, 1:25 p.m. He faces misdemeanor charges of failure to appear (warrant) no valid driver's license and no proof of insurance. Bail: $2,070.
Those arrested and facing charges are innocent until proven guilty in a court of law.
