Carson City man jailed after officers find meth stashed in toy action figure

A 25-year-old Carson City man faces felony drug charges after a vehicle search netted, among other things, methamphetamine that was stashed inside a toy action figure.

Officers arrested Jesse Silis-Teran at 5:35 p.m. Thursday near Humboldt and Long streets. According to the arrest report, officers patrolling the area heard a group of people yelling at each other and met with three individuals at a parked car.

Silis-Teran was the driver of the parked vehicle and was with a known local gang member at the time he was stopped. He gave officers consent to look inside the vehicle for a weapon but told officers that if they wanted to search the vehicle for anything else, they would need to get permission from his mom or dad, the arrest report states.

Officers noticed a pipe in the passenger door and a water bong in the back seat. Officers stopped the search and again asked Silis-Teran about searching the car. As officers were talking to the man, his mother arrived and, on a recorded line to dispatch, gave officers consent to search the car, the arrest report states.

Officers retrieved the multi-colored glass pipe in the passenger side door. In the back seat officers located a bottle turned into a water bong. In a black nylon case that held two bags, officers found a large digital scale and several small pipe pieces and a baggie with marijuana. Under the driver's seat officers found a small action figure that, when opened, concealed a small spoon and a clear plastic baggie with methamphetamine residue. In the center console, officer located several plastic baggies with methamphetamine residue.

He was arrested and faces charges of possession with intent to sell, possession of a controlled substance, both felonies; and possession of drug paraphernalia and possession of marijuana, both misdemeanors. Bail: $9,364.

In other felony-related arrests:
— A 25-year-old Dayton man was arrested in Reno and faces a felony charge of battery with a deadly weapon.
Anthony Alejo Lopez, was arrested May 23. Warrants for his arrest were issued March 29, 2013 (battery with a deadly weapon resulting in substantial bodily harm) and Oct. 31, 2012 (failure to attend domestic violence group and complete community service.)

According to the arrest report, officers received information Lopez was working a Reno fast food restaurant. Officers made contact with the man at the restaurant and arrested him based on the warrants. Bail: $41,000.

— A 24-year-old Carson City man faces felony charges, including drug trafficking, after being arrested May 17, in the 1000 block of Woodside Drive.

Jesse Estrada-Oritz, faces the felony drug charge based on a warrant. According to the arrest report, officers received information on May 17 that Estrada-Ortiz, who was arrested May 1 for DUI, had lied to officers about his true identification.

He was released from custody prior to being discovered in a fingerprint check, after admission of bail. Officers confirmed the information using photographs and also confirmed that Estrada-Ortiz had a confirmed warrant for his arrest.

Officers made contact with the man and arrested him for the felony drug warrant, dated March 12, 2012, (trafficking Schedule 1 Controlled Substances 4 to 14 grams) the arrest report states. In possession of the man was a Nevada driver's license which he admitted to getting use false documents, the arrest report states. The man was also under DAS supervision and had been consuming alcohol when officers found him in the apartment, the report states.

He faces the felony drug trafficking charge, as well as a charge of providing false identification to avoid prosecution, also a felony. He also faces a misdemeanor charge of being in violation of terms set out for bail conditions. He is being held without bail for the felony warrant.

— A 59-year-old Carson City man, Ronnie Eric Redcloud, already in custody at the Carson City Jail, faces a felony fugitive charge ordered by the California Board of Parole. Carson City authorities received the confirmed warrant on May 21 and is being held without bail.

— A 23-year-old transient, Zachary Powell, was arrested May 21, 11:50 a.m. in the area of Plaza and East Anne streets. The man was found sleeping on the sidewalk. Officers did a wants and warrants check on the man and confirmed he was wanted by the Nevada State Parole and Probation and had a felony no-bail hold, the arrest report states.
He provided a preliminary breath test that resulted in a .145. He was arrested and taken to jail.

In misdemeanor-related arrests:
A Carson City man was arrested May 23, 11:35 p.m. in the 1400 block of North Carson Street. He faces a charge of domestic battery.

According to the arrest report, the victim told police her boyfriend was intoxicated and came into the motel room where they were staying. The victim told authorities she had sent the man a text message earlier in the evening, informing him that she was going to bed and to be quiet when he returned, the arrest report states.

The two began arguing and the man threw her clothes out the front door, the report states. The victim told officers she knocked a can of beer out of the man's hand which prompted him to grab her by the throat and push her up against a door.

A friend of the victim said she witnessed the man push the woman against a TV stand and then grabbed her by the throat, the arrest report states.

Deputies responded to the North Carson Street address and made contact with the man, who had dried blood on his nose from a small cut and a swollen left eye. Officers asked the man what happened to his face. The man said he was lifting weights and accidently hit himself in the face with the weight, the report states.

Officers asked the man if they could come inside the room to talk. The man said he didn't hit anyone and refused to let officers inside. He was arrested for domestic battery and taken to jail where he again informed jailers that he dropped a weight on his face inside the room.

He was taken to the hospital where officers spoke with him. The man said that he lied about hitting himself with a weight and that the two women — the victim and her friend — beat him up. The man asked to have his face photographed for the report and then was transported back to jail for booking. Bail: $3,132.

— A Gardnerville man turned himself into Carson City authorities May 23, 5 p.m. on a failure to appear warrant. Bail: $402.

— A 21-year-old transient was arrested May 23, 3:26 p.m. at a grocery store in the 3700 block of South Carson Street and faces a charge of petit larceny. Store security detained the woman after observing her place $45.53 worth of items into a black purse and left without paying. Bail: $352.

— A Carson City woman was arrested May 21, 8:44 p.m. in the 2000 block of North Carson City for trespassing. Bail: $237.

— A 20-year-old Carson City woman turned herself into authorities May 21, 7:56 p.m. on a confirmed warrant, violation of a suspended sentence, discharged from counseling. Bail: $1,000.

— A 21-year-old Carson City woman was arrested Thursday, 12:48 a.m. in the 600 block of Hot Springs Road and faces a charge of domestic battery.

According to the arrest report, officers responded to the location after a Capital City Patrol officer reported a man and woman arguing. The woman admitted to punching her boyfriend in the eye. The victim told officers they had been drinking and began to argue in the parking lot and that's when the woman poked him in the eye, the arrest report states. Bail: $3,137.

— A Carson City man was arrested in the 1400 block of Rand, on May 22, 9:35 p.m. and faces two gross misdemeanor charges of being in violation of a protective order out of Elko Township. Officers were called to the location on a report of a domestic disturbance. The man told officers that he and a woman (who has the same last name as his) were not having any issues and doesn't know why officers were called.

A wants and warrants check of the man confirmed a warrant for violation of domestic protective order. Dispatch also advised the man had two active protective orders in effect with the woman, the arrest report states. The man said the order had been lifted and that he was in good standing. The order was valid and in effect until Dec. 17, 2013, the arrest report states. Bail: $4,769.

— A 47-year-old Carson City man was arrested May 22, 7:15 p.m. in the 2200 block of Conestoga Way. He faces misdemeanor charges of domestic battery and failure to appear in court.
According to the arrest report officers responded to a Boeing Way address regarding domestic battery against the victim's mother. She told officers that her son had threatened her, grabbing her by the wrists and trying to take her medication, Oxicodone, from her, the arrest report states. Officers observed bruising on the woman's wrists. Bail: $3,874.

— A 49-year-old Carson City woman turned herself into authorities May 22, 4:32 p.m. for a misdemeanor contempt of court warrant. Bail: $500.

Those arrested and facing charges are innocent until proven guilty in a court of law.
