The following arrests by the Carson City Sheriff’s Office happened from Friday to early Monday morning. Those arrested and facing criminal charges are innocent unless proven guilty in a court of law.
A 38-year-old woman, Melissa Jane Lewis, was arrested Monday, 12:37 a.m. in the area of North Roop and East Long Street on felony suspicion of possession of a dangerous drug without a prescription and a misdemeanor charge possession of drug paraphernalia, a Carson City sheriff's deputy said.
Officers were called to the location after a couple reported the woman was attempting to fight with them. Officers located the suspect in front of the NV Energy building and observed her drop a napkin on the ground. Officers picked up the napkin and observed a meth pipe on the ground.
Officers asked the woman about the napkin, and she said she dropped it but knew nothing of the meth pipe. During a search she was found to be in possession of a diazepam pill without having a prescription, it was found in a fanny pack the woman had. Bail: $3,636.
— A 45-year-old Carson City man was arrested Monday, 12:19 a.m. in the area of 20 College Parkway on three misdemeanor warrant charges of contempt of court, dated Feb. 12, 2012 and Feb. 11, 2015. Bail: $3,169.
— A 42-year-old Carson City man was arrested Sunday, 10:33 p.m. in the 3600 block of Goni Road on a misdemeanor warrant, violation of a suspended sentence. Bail: $1,000.
— A 21-year-old Carson City man was booked into jail Sunday, 4:25 p.m. on a misdemeanor warrant, contempt of court, issued Feb. 19 out of Reno Township Court. Bail: $725.
— A 21-year-old Carson City woman was arrested Sunday, 3:38 p.m. at the Imperial and College Parkway on misdemeanor charges of unlawful discharge of a firearm and criminal contempt of court. She told officers she was shooting at soda cans behind the building.
A black handgun in a holster was found in the front door pocket of her vehicle. Officers retrieved it and identified it as a black Walter BB gun. She was arrested for unlawfully discharging a firearm and a contempt of court violation through the Department of Alternative Sentencing. Bail: $1,122.
— A 34-year-old Carson City woman booked into jail Sunday, 10:45 a.m. on a misdemeanor warrant, violation of a suspended sentence, issued Feb. 24, 2015 out of Carson City Justice Court. Bail: $1,000.
— A 26-year-old Carson City man was arrested Saturday, 10:34 a.m. in the 2000 block of West College Parkway on a misdemeanor warrant charge, contempt of court, issued March 17, 2015 out of Carson City Justice Court. Bail: $500.
— A 49-year-old Carson City woman was arrested Saturday, 11:05 a.m. in the 2400 block of Oak Ridge Drive on a misdemeanor warrant on a charge of harassment, issued March 17, 2015 out of Carson City Justice Court. Bail: $2,000.
— A 31-year-old Carson City woman was arrested Saturday, 9:29 a.m. in the 1800 block of Empire Ranch Road on a misdemeanor warrant charge of criminal contempt, issued March 16, 2015 out of Carson City Justice Court. Bail: $3,000.
— A 23-year-old Carson City woman, Isela Tovar Flores, was arrested Saturday, 5:50 p.m. in the area of Telegraph and Carson Street on suspicion of felony drug possession and misdemeanor possession of drug paraphernalia.
According to the arrest report, officers conducted a traffic stop on the vehicle because the driver was talking on a cell phone. Officers spoke with the driver and passenger, who informed deputies she was on Alternative Sentencing for meth possession. A K9 did a sniff of the car and came back with a positive alert to the woman’s purse. Inside the purse were two loaded syringes, a broken glass pipe and a small baggie with white crystal residue. Bail: $3,637.
— A 31-year-old Carson City man was arrested Saturday, 3:38 a.m. in the area of Roop and Oregon streets on suspicion of misdemeanor DUI. According to the arrest report, the officer stopped the man for speeding and smelled alcohol on his breath. He refused to take field sobriety tests and a preliminary breath test and was arrested on suspicion of DUI. At jail he was verbally uncooperative with jail deputies and would not take a evidentiary test. A judge approved a search warrant and a blood draw was administered. Bail: $1,137.
— A 21-year-old Carson City man was arrested Saturday, 4:47 a.m. in the area of Airport Road and Fifth Street on misdemeanor charges of being an intoxicated pedestrian and disorderly conduct. According to the arrest report, officers were contacted regarding two men walking along the road way. A reporting witness said he saw one of the men on the ground and had thought he had been hit by a car. He asked the men if they needed help. The witness said the suspect flipped him off and then pulled down his pants, showing his buttocks and yelling an obscenity, the arrest report states.
Officers met up with the men, who were uncooperative, with the suspect swearing at officers. He was arrested for drunken pedestrian on the roadway and disorderly conduct. At jail he submitted to a breath test with a .21. Bail: $314.
— A 34-year-old Carson City man, Rolando Arechiga, was arrested Friday, 4:41 p.m. in the 900 block of Corbett Street on felony suspicion of possession of a controlled substance and five misdemeanor charges: possession of drug paraphernalia, driving without a valid driver’s license, suspended registration, and two Lyon County warrants. According to the arrest report, an officer with the Special Enforcement Team did a check on the vehicle registration of a car traveling on Long Street.
Dispatch returned information that the registration had been suspended. The officer made a traffic stop and the driver identified himself and said he did not have a driver’s license. He was checked through dispatch which returned two warrants for his arrest out of Lyon County, July 3, 2013 and Oct. 17, 2013, according to the arrest report.
A K9 search of the vehicle located two multi-colored marijuana pipes and two small white plastic baggies with cocaine. Bail: $9,571.
— A 33-year-old Carson City woman was arrested Friday, 5:28 p.m. in the 3700 block of South Carson Street on suspicion of petit larceny. The woman allegedly put items in her purse at a supermarket and left without paying. The woman agreed to speak with an officer and said she was out of deodorant and entered the supermarket with the intention of stealing it because she only had $2 and knew she would not have enough to cover the cost. She put the items in her purse and exited the store. Bail: $352.
— A 19-year-old Carson City woman was arrested Friday, 7:44 p.m. in the 1600 block of Koontz Lane on a misdemeanor warrant charge, contempt of court, issued March 16, 2015 out of Carson City Justice Court. Bail: $500.
— A 27-year-old Carson City man, David Daniel Torres, was arrested Friday, 10:24 a.m. in the 400 block of Saliman Road on felony suspicion of preventing or dissuading a witness and misdemeanor domestic battery. According to the arrest report, on Friday, 9:49 a.m. deputies were dispatched to the Saliman Road apartment for a report of domestic battery. The victim advised she was strangled and battered by her boyfriend.
An officer responded to the address while other deputies checked the area. An officer met with the victim who advised she was in a heated argument with the man when he became upset and jumped on top of her while she was laying down. She advised he was on top of her and put a “hicky” on the right side of her neck. She advised this was against her will. She advised she was going to call 911 when he took the phone from her. She said he threw the phone on the ground and then on the toilet and then left the apartment, the arrest report states.
The officer observed the mark on the right side of her neck. An officer met with the suspect and told him that he was investigating the call. Torres advised he was in a verbal argument with the victim and that he left. He explained to the officer how he was in a heated verbal argument because he returned home with “hickies” on his neck. This made the victim upset, he said. The suspect told the officer she threw the remote control, her food and yelled at him. He admitted to giving her a “hicky” on her neck.
He told officers that she did not ask for it and they were not in a romantic embrace. He denied taking her phone and told the officer the victim must have lost her phone. He was arrested on suspicion of preventing or dissuading a witness from calling for help, a felony, and misdemeanor domestic battery. Bail: $8,137.
— A 28-year-old Carson City man, Steven Ross Vincent, was arrested Thursday, 1:37 p.m. in the area of Nichols at Highway 50 on a felony failure to appear warrant, issued Jan. 27, 2015 out of Carson City Justice Court. Bail: $5,000.
