Carson City authorities make felony drug trafficking arrest

A Carson City man was arrested and faces multiple felony drug charges after authorities found 14 grams of meth hidden in the man's underwear.

Eduardo Segura, 27, was arrested at Hot Springs Road and Roop at 10 a.m. Feb. 8. He was pulled over because of a vehicle license plate that was missing. Upon contact, officers recognized him because of other entanglements with the law including time in prison that involved a Carson City shooting in which he was deported to Mexico following the sentence, the arrest report states.

Officers met with Segura who didn't have a license and he was placed under arrest. During the pat down officers found a clear baggie of meth in the man's underwear. The bag was weighed and contained approximately 14 grams of meth. Because of the amount Segura faces a felony drug trafficking charge, along with two felony charges of possession of a controlled substance for sale and possession of a controlled substance. Bail: $47,500.

— Carson City Sheriff's Office deputies arrested three on various charges Feb. 10, 1:33 a.m. near Airport Road and Highway 50 East. One of those arrested, a Carson City woman, faces felony drug charges.

Heather Renee Moeller, 21, was found to be in possession of drugs after a vehicle stop. According to the arrest report, officers observed a 1999 Saturn with expired registration. Inside the car were two passengers and Moeller who was the driver.

According to the arrest report, officers could smell a strong odor of marijuana coming from the vehicle. The woman said the vehicle didn't belong to her but to a friend but resisted on telling the officer who the friend was, according to the arrest report.

A wants and warrants search was conducted on all three occupants of the vehicle. The two men in the vehicle had outstanding warrants and were placed into custody. One man had a bag and inside the bag was a scale and flakes of marijuana.

Officers asked Moeller who the vehicle belong to. She gave a name. Officers asked Moeller if they could search the vehicle. She declined. Officers then called the registered owner of the vehicle who gave consent for a search of the vehicle, the arrest report states.

Inside Moeller's bag officers found two jars containing marijuana, two marijuana pipes, an Rx bottle with no label but included several pills including 2 Morphine pills, 30 mg; 10 Temazepam pills, 15 mg; 3 Risperdal pills, 3 mg; 1 Diazepam 2 mg pill. During jail intake officer found 1 gram of methamphetamine concealed in the woman's bra. Bail: $21,941.

— A Carson City man faces a felony charge of possession of methamphetamine after being arrested in the 3000 block of Imperial Way. Matthew Doyle Bowling, 47, was arrested Feb. 9, 2:31 p.m.

According to the arrest report, an officer observed Bowling walking along Imperial Way and then stopping and staring the officer and then putting his hands in his pants and pockets. The arresting officer stopped and observed. Bowling walked up to the patrol car and began talking loudly, the report states. The officer exited the patrol vehicle.

The man approached the officer with his hands in his pockets and said with slurred speech "Why did the f****** Ravens win the Super Bowl" and then took his hands out of his pockets and approached the officer at the patrol car. The man had an unopened can of beer sticking out of his right front jacket pocket and continued to speak with the officer, and appeared intoxicated, the report states. He was detained for being an intoxicated pedestrian. During the pat-down for weapons the officer found two meth pipes.

Bowling told the officer, "yeah, you got me," the arrest report states. He was placed under arrest for possession of drug paraphernalia and being an intoxicated pedestrian. The officer then went to retrace the steps the man made and found a baggie containing less then a gram of meth. Bowling was taken to jail and submitted to a PBT test with a .146. Bail: $3,500.

In other non-felony related arrests:

— A Carson City woman was arrested and faces a gross misdemeanor charge of child endangerment, and misdemeanor second offense DUI. The 29-year-old woman was arrested at 9:35 p.m.Feb. 9 at Meno Drive and Airport Road. According to the arrest report the woman was pulled over after doing 80 mph in the 65 mph zone on the freeway and not using a turning signal to exit.

Officers spoke with the driver who had an infant child in the back seat. Officers smelled alcohol coming from the woman's breath, slowed and slurred speech and she admitted to drinking. The woman agreed to a field sobriety test in which she appeared unsteady and unbalanced on her feet. She completed the test with unsatisfactory results. and submitted to a breath test where she blew a .140 and was arrested.

— A 28-year-old Carson City man was arrested at 1:34 a.m. Feb. 11 in the 3900 block of Carson Street on a misdemeanor domestic battery charge. According to the police report the couple were arguing and when the man allegedly began swinging at her with his fists. The woman took forks out to defend herself. Based on the interviews, the man was determined to be the primary aggressor. Bail: $3,000.

— A 31-year-old Carson City man was arrested Feb. 10, 3:10 a.m. in the 3000 block of Imperial Way and faces misdemeanor charges of making threats and domestic battery. A 28-year-old woman also was arrested and faces a charge of disorderly conduct and resisting arrest. Officers arrived at the apartment on a domestic violence call.
The man had threatened to beat up his neighbors. The man was questined by law officers and he remained silent, according to the arrest report. As he was arrested a woman came out of the apartment and became belligerent with officers screaming that the man did nothing wrong.

Her left knee was bleeding and her lip was bleeding and swollen. An officer asked her if she had been battered and the woman denied it, the report states. The officer said he could smell alcohol on the woman and urged her to go to bed and to not scream because that was what the officer was called for. The woman went back inside the apartment and began screaming and throwing things inside the apartment, the report states. The officer contacted the woman after a citizen's arrest was requested.
During the transport to jail she told the officer that she had indeed been battered by the man. Once at jail, she had the impression that she was going to be let go, the report states. When she was informed she was being charged with disorderly conduct she recanted her story and said that she wasn't battered. The woman refused a statement or to be photographed for injuries. Based on the woman's statement that she had been battered by the man, he was charged with domestic battery.

— A 27-year-old Carson City woman was arrested at the Carson City Jail Feb. 10 on a charge of being in violation of a suspended sentence.

— A 27-year-old Carson City man was arrested Feb. 10, 11:51 a.m. at the intersection of Northgate and Nye and faces misdemeanor charges of obstructing, contempt of court, failure to appear and expired registration. Officers pulled over a vehicle that had expired tags on the windshield. Officers spoke with a passenger in the vehicle, a Cadillac, who said the car was his wife's car. When the officer asked the man to provide a name, he refused. He was arrested. It was later determined he had outstanding warrants for failure to appear and failure to pay fines.

— A 35-year-old Carson City man was arrested at the intersection of Nye and Otha on Feb. 8 on a contempt of court warrant.

— A 27-year-old Carson City man was arrested at the Carson City Jail Feb. 8 on a contempt of court warrant.

— A 53-year-old Carson City man was arrested in the 1600 block of Molly Drive on Feb. 8 and faces a charge of DUI (second within 7 years) and speeding. Officers pulled over the man doing 43 in a 25 mph zone, the arrest report states. The man had an "overwhelming" odor of alcohol coming from him as he spoke with officers, according to the arrest report. The man was asked to take a series of field sobriety tests in which he refused to participate, also refusing to take a PBT test. At the jail he was administered a blood test which showed a .208 blood alcohol content. Bail: $2,500.

— A 20-year-old Carson City woman was arrested Feb. 9, 10:37 a.m. at the intersection of 10th and South Carson Street and faces misdemeanor charges of DUI drugs, not having a driver's license in position and careless driving. The woman reportedly and intentionally hit her mother's car while high on meth, the arrest report states. The girl demanded that her mother give her money, according to the arrest report.

— A 24-year-old Carson City man was arrested Feb. 9, 12:37 a.m. in the 300 block of North Carson Street and faces a misdemeanor charge of disorderly conduct.
The man was reportedly being disruptive on a patio and was asked to leave. As officers were at the scene, they saw the man, 6'4, 260 pounds, in an unprovoked manner, forcibly shove a 5'8, 150 pound man. When the arriving officers asked the man to stop, he immediately put his hands on his head and said: "Oh sorry. I'm cool with you guys! I know the owner here!" according to the arrest report.

— A 21-year-old Carson City man was arrested Feb. 8, 11;17 p.m. at Country Village and East 5th on two contempt of court warrant charges.

— A 24-year-old Carson City man was arrested in the 1800 block of Long Street Feb. 8, 3:35 p.m. on a failure to appear in court warrant.

— A 19-year-old Carson City woman was arrested in the 2600 block of Mayflower at 8:50 p.m. Feb. 8 and faces charges of failure to appear on a traffic warrant.

— A 24-year-old Carson City woman was arrested Feb. 8, 3:35 p.m. in the 800 block of East Long Street for driving while on a revoked license for DUI and being in violation of a suspended sentence. Bail: $2,000.

— A 39-year-old Carson City woman was arrested Feb. 8, 3 p.m. at the intersection of Gordon and North Edmonds and faces four misdemeanor charges of warrant contempt of court.

— Those arrested are innocent until proven guilty in a court of law.
