The Carson City Sheriff's Office reports the following recent arrests. Those facing charges are innocent until proven guilty in a court of law.
— A 35-year-old Carson City woman was arrested early Wednesday morning, March 20, near Brown and Reeves streets and faces a misdemeanor charge of being in possession of drug paraphernalia.
According to the arrest report, officers were attempting a civil service near the area. As they were walking back to the patrol vehicle they observed a woman on a bicycle without a front headlight or rear reflector. The woman was stopped and informed of the violation, the arrest report states.
She was asked if she had any weapons or drugs on her. She told the officer she had a pipe on her but stated she was going to throw it away and that it did not belong to her, the arrest report states.
The woman retrieved the pipe, commonly used for smoking methamphetamine, from her left pocket and handed it to the officer, the report states. The pipe had white residue in it, the officer noted. She was asked if she would have methamphetamine in her system if drug test. The woman stated she would. She was arrested for the misdemeanor possession of drug paraphernalia. Bail: $1,137.
— A 22-year-old Carson City woman was arrested Tuesday, March 19, and faces three misdemeanor charges including driving under the influence.
The woman was stopped at 6:11 a.m. in the area of Beverly Drive and Marian Avenue after a report by a private citizen of a reckless, possible DUI driver.
An officer made contact with the woman and noted a strong smell of alcohol coming from inside the vehicle and the woman, described as having red, watery eyes and slurred speech, according to the arrest report.
The woman agreed to participate in field sobriety tests. As she exited the vehicle, she used it for balance and as she got out, she stumbled as she tried to turn around and close the door. She failed four out of four tests and was taken to jail. She faces the DUI charge as well as driving on a suspended registration and suspended driver's license. Bail: $1,881.
— A 33-year-old Carson City man was arrested Monday, March 18, 1:30 a.m., in the 1600 block of Medical Parkway and faces misdemeanor charges of being in possession of drug paraphernalia and contempt of court.
According to the arrest report officers arrived after being notified that the man was visiting his girlfriend at the hospital after having a previous domestic dispute. The man had a service warrant for his arrest dated Feb. 22, for failure to pay fines. He was placed into custody. During a pat down search officers found a small black pipe with the odor of marijuana in it inside a pants pocket. The man said he didn't know it was there. Bail: $1,529.
— A 36-year-old Carson City man was arrested March 17, 12:05 a.m. in the area of Winnie and Division streets and faces three misdemeanor charges including driving under the influence.
According to the arrest report officer saw a grey colored sedan turn eastbound onto Winnie from Mountain Street. The vehicle did not display a turn signal. As it turned eastbound, patrol officers observed the vehicle crossed the double yellow painted center line in the westbound travel lane, the arrest report states. The vehicle then swerved back into the eastbound lane. The vehicle was stopped and the officer observed a moderate amount of alcohol coming from the man, who had red, watery eyes and slurred speech. The man said he drank 2 beers prior to driving.
The man submitted to a number of field sobriety tests and didn't perform the tests as demonstrated, the report states. Based on his driving, objective signs of being under the influence and his inability to do the field sobriety tests, he was arrested. He also faces misdemeanor charges of failure to maintain a lane and failure to use a turn signal. Bail: $1,296.
— A 48-year-old Carson City man was arrested Sunday, March 17, 7:18 p.m., in the 1800 block of East Long and faces a misdemeanor charge of domestic battery. The man was arrested after being dispatched to the residence in regard to a possible domestic argument. On scene officers made contact with the man, who had a warrant that was issued out of Carson City Justice Court for his arrest, dated Feb. 6, 2012. Bail: $3,000.
— A 25-year-old Carson City man was arrested Sunday, March 17, in the 300 block of South Carson Meadows, 4:15 p.m. and faces a misdemeanor destruction of property charge. According to the arrest report officers responded to the area after a report in which there was a dispute over money and a motorized scooter. The reporting victim said that after a short verbal exchange with the suspect, the man took a sharp object and plunged it into both tires of the scooter, destroying it in front of the victim.
The 25-year-old admitted that he did it because the victim owed him money, the arrest report states. During transport to jail, the man asked why he was being arrested and when the officer advised him of the destruction of property charge for cutting the tires, he denied that he destroyed anything and merely kicked over the victim's scooter, the report states. The victim advised the cost of the tires would be approximately $50. Bail: $622.
— A 55-year-old Dayton woman turned herself into the Carson City Sheriff's Office on March 14, 12:40 p.m. on two contempt of court failure to appear warrants for her arrest. Bail: $2,000.
— A 34-year-old Carson City man was arrested March 16, 8:45 p.m. in the area of Retail Drive and College Parkway. He faces misdemeanor charges of being in possession of less than an ounce of marijuana, possession of drug paraphernalia and possession of a hypodermic needle. Bail: $3,011.
— A 24-year-old Dayton man, Anthony John Chappa, was arrested March 16, 9:29 p.m. at Roop and Stewart and faces felony charges of failure to appear and parole and probation violation. According to the arrest report, officers responded to the area of Roop and Park after receiving information that Chappa was seen earlier in the day. Officers went to the residence and observed an older white pickup occupied by three leaving the scene, the arrest report states.
A high risk stop was performed on the vehicle at Roop and Stewart streets. Chappa was a passenger in the backseat and was arrested. His warrant was out of First Judicial District Court and it was possession of a controlled substance, category E felony. He was being held without bail.
— A 42-year-old Carson City man was booked into jail March 16, 3:37 p.m. on a confirmed warrant for domestic battery. The warrant was issued Jan. 3, 2013 out of Carson City Justice Court.
— A 22-year-old Reno an faces a felony drug charge after being arrested March 15 in the 1500 block of North Carson Street at 10:16 p.m. Daniel Thomas Wells, was arrested after a traffic stop for speeding, going 42 in a 35 mph at Carson and Long.
Wells was a passenger in the vehicle as was acting nervous and being non-compliant when asked questions by the officer, the arrest report states.
The arresting officer asked the driver if he could search the vehicle for drugs and the driver agreed. A K9 was used for the search of the vehicle after again gaining consent from the driver to search the vehicle. On the passenger floorboard was a small baggie containing approximately 2 grams of marijuana in plain view, the arrest report stated. Officers also found a small red balloon of heroin on the right side of the passenger seat. At this time the Wells told the officer that in the blue bag on the passenger floorboard were several hypodermic needles, a spoon and a glass smoking pipe, the arrest report states.
Wells was arrested and faces the felony charge of being in possession of a controlled substance (heroin) and three misdemeanor charges including possession of marijuana, possession of paraphernalia and possession of hypodermic devices. Bail: $5,001.
— A Carson City woman faces a felony charge of embezzlement and was arrested March 16, 8:10 a.m. in the 1400 block of Parkland Ave.
According to the arrest warrant, officers met with Tiffany Kennedy, 36, at the address regarding the warrant out of Carson City Justice Court dated March 11, 2013. According to a complaint filed by the Carson City Assistant District Attorney, she faces a felony charge of embezzlement of value $3,500 or more, a category B felony. Bail: $10,000.
